Registrar of Vital Statistics

Purpose:
  The Registrar has the responsibility for registering vital statistics (births, deaths, and fetal deaths) for Austin/Travis County as mandated by the Texas Health and Safety Code. The holder of this position will serve the interests of the general public as well as lawyers, clergy, physicians, medical examiners, funeral directors, and local and state officials.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Monitors and evaluates the quality, efficiency and effectiveness of methods and procedures used for the collection and analysis of vital statistics
  2. Oversees the use of automated systems of vital records collection and analysis
  3. Analyzes data on births, deaths and fetal deaths for use in departmental planning activities, and for support of the department's epidemiological function
  4. Presents and interprets scientific results and analysis of demographic data related to vital statistics
  5. Handles public inquiries and complaints, and prepare required correspondence on vital statistics
  6. Interacts with local, state, and federal agencies on laws and procedures related to vital statistics, and meet requests for verification of birth and death records
  7. Prepares quarterly and annual reports on vital statistics for Austin/Travis County
  8. Gathers data for annual budget, develop estimates, and prepare and finalize budget
  9. Controls budget expenditures and prepare accounting transactions for the unit
  10. Oversees the preparation of unit performance measures, and monitor these for effectiveness
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of local and state ordinances pertaining to birth and death records; management theory and techniques
  • Knowledge of the techniques of research, statistical analysis, and the precise presentation of technical material to professional and lay groups
  • Skilled in the use of computers, microfilm reader/printers, cash registers and calculators
  • Ability to plan, organize and administer the activities of a vital records unit; interpret rules and regulations; communicate effectively in both written and oral forms; establish and maintain effective working relationships with staff, public officials and the public; motivate staff to achieve unit's objectives
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Health Information Management, Statistics, Public or Business Administration, plus three (3) years of experience in professional administrative functions such as vital statistics, medical records, or office management, one (1) year of which were in a lead or supervisory capacity.
  • Related experience may substitute for education up to a max of four (4) years.
