Ground Transportation Manager

Purpose:
 

Develop and manage the Aviation Security and Ground Transportation division's programs and initiatives.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, organizes, and manages security and ground transportation programs and initiatives, i.e., transportation services program, curbside utilization program, etc.
  2. Develops and implements standard operating procedures
  3. Develops and manages ground transportation revenue control systems and procedures
  4. Coordinates security and ground transportation services for internal and external customers
  5. Provides recommendations to city council relating to airport ground transportation rates/fees
  6. Develops and customizes security and ground transportation plans
  7. Conducts divisional needs assessments, investigations on incident reports, safety- training, etc.
  8. Develops and manages contracts including the development of bids and specifications
  9. Develops and manages the security and ground transportation divisional budget and resources
  10. Represents departmental/city utilities and assets
  11. Purchases and provides resources, i.e., personnel, supplies, etc
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of Federal, State, Local laws, and ordinances.
  • Knowledge of city practice, policy, and procedure.
  • Knowledge of and skill in supervisory, managerial techniques, and principles.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years experience in managing a security and/or ground transportation program, one (1) year of which was in a supervisory capacity.
  • Experience may be substituted for education up to a maximum of four (4) years.
Licenses and Certifications Required:
 
  • Valid Texas Class C Drivers License
