Security Manager

Purpose:
  Under general direction, provide management and oversight of the public safety and security functions at facilities across the City of Austin. This position plans, directs or coordinates security activities to safeguard company assets, employees, guests or other company property through the development, implementation and management policies and methods to protect against threats across the enterprise.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Create or implement security standards, policies, and procedures
2. Identify, investigate, or resolve security breaches. Conduct physical examinations of property to ensure compliance with policies     and regulations.
3. Respond to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency response procedures
4. Develop, conduct, support or assist in government/regulation agencies review, internal corporate evaluations/assessments of         the overall effectiveness of facility and corporate security processes.
5. Assess risk to mitigate potential consequences of incidents and develop a plan to respond to incidents. Analyze and evaluate        security operations to identify risks or opportunities for improvement through audit, review and assessment. 
6. Oversee training of subordinate security professionals or other organization members in security rules and procedures. Direct         and participate in emergency management and contingency planning drills.
7. Coordinate security operations or activities with public law enforcement, fire, EMS and other agencies.
8. Develop budget and prepare forecasts for security operations and CIP work.
9. Prepare reports or make presentation on internal investigations, losses, or violations of regulations, policies and procedures.
 
Airport:
•  Ensure compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA) directives and           Airport Security Program
Austin Energy:
•  Ensure compliance with North American Electric Reliability Corporation (NERC) directives and Austin Energy Security Program
Austin Water Utility:
•  Ensure compliance with US Department of Homeland Security (DHS) directives and Austin Water Utility Security Program
 

Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Minimum Qualifications:
 
  • Airport: Graduation with a Bachelor's degree from an accredited college or university with major coursework in field related to the job, plus seven years (7) years experience in airport operations, airport security or administering provisions of 49 Code of Federal Regulations (CFR) Part 1500 at a medium or large hub airport, two (2) years of which were in a lead or supervisory capacity.
  • Austin Energy: Graduation with a Bachelor's degree from an accredited college or university with major coursework in field related to the job, plus seven years (7) years experience in power utility or administering security provisions of Institute of Electrical and Electronics Engineer (IEEE) and North American Electric Reliability Corporations (NERC) , two (2) years of which were in a lead or supervisory capacity.
  • Austin Water Utility: Graduation with a Bachelor's degree from an accredited college or university with major coursework in field related to the job, plus seven years (7) years experience in water utility or administering security provisions of Department of Homeland Security (DHS) and various legislative bills, two (2) years of which were in a lead or supervisory capacity.
  • Non Enterprise: Graduation with a Bachelor's degree from an accredited college or university with major coursework in field related to the job, plus seven years (7) years experience in administering security provisions of Department of Homeland Security (DHS) and/or Office of Emergency Management (OEM), two (2) years of which were in a lead or supervisory capacity.
  • Experience may substitute for education up to the maximum of four (4) years.
Licenses and Certifications Required:
 
Some departments/positions may require federal mandated security clearances at time of hire or within 90 days of hire. 
Valid Tx Class C Drives License within 90 days of hire
