Surveillance Nurse Supervisor

Purpose:
  Under general direction of the Health Authority, oversees the surveillance and bio-terrorism activities among the various health/human services units
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plan goals and objectives of surveillance and assist with goals of bio-terrorism activities.
  2. Observe efficiency and effectiveness of program operations, and make recommendations concerning improvements.
  3. Coordinate and evaluate responses and investigations for possible disease clusters.
  4. Determine the course of action from the staff's collection, analysis, interpretation and dissemination of data.
  5. Implement specific disease outbreak control measures as described in the Communicable Disease Prevention and Control act, including vaccine preventable and other communicable disease conditions.
  6. Evaluate programs to determine compliance with Federal, State, local and departmental regulations.
  7. Assess program financial needs and collaborate in budget preparations.
  8. Provide consultation and technical assistance related to assigned program area to other agency and institutional programs.
  9. Assessment of patient through communicable disease signs and symptoms, specimen collection and screening, and interpretation of lab results to establish public safety needs.
  10. Refer patients and families to other services or for follow-up treatment based on assessment of health care needs.
  11. Conducts follow-up investigations and documents supplemental data during a major or emergency communicable outbreak.
  12. Assure surveillance records are maintained, accurate, and completed.
  13. Provides accurate data to the Texas Department of Health in a timely manner.
  14. Serve as a resource for staff, community providers, the community, and others by providing advise about communicable diseases and bio-terrorist agents.
  15. Promote assigned programs through the media, public meetings, and presentations by emphasizing community-based prevention practices, statutory requirements, and the methods of reporting.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the principles and practices of public health nursing.
  • Knowledge of information and techniques needed to diagnose and treat injuries and diseases.
  • Knowledge of related cultural, social, environmental and economic forces in family and group relationships.
  • Knowledge of medicines and their application for treatment.
  • Knowledge of holistic health care treatments.
  • Knowledge of current community resources available.
  • Knowledge of supervisory principles and practices.
  • Knowledge of current laws, rules, and regulations in regards to bio-terrorism and public health outbreaks
  • Knowledge of organization and coordination of health programs.
  • Skill in providing nursing care, customer service and personal services.
  • Skill in planning, directing, and delegating work of subordinate employees.
  • Skill in effectively supervising the activities of others.
  • Skill in setting priorities and making judgments.
  • Skill in recognizing the health needs and concerns of patients, families and the community.
  • Skill in promoting program to the community
  • Skill in establishing and maintaining effective working relationships with patients, families, physicians, other city employees, and the general public.

  • Ability to perceive pertinent details.
  • Ability to interpret symptoms and assess the patient's status.
Minimum Qualifications:
 
  • Graduation from an accredited school of nursing plus four (4) years experience in hospital, clinic, or public health nursing, plus one (1) year of which were in a lead or supervisory nursing capacity
Licenses and Certifications Required:
 
  • License to practice nursing in the State of Texas.
  • Must have current healthcare provider Cardiopulmonary Resuscitation (CPR) course completion card and will be required to maintain current certification during employment
