Purpose:
  Under the general direction of the Chief Financial Officer, this position manages the activities of the Telecommunications and Regulatory Affairs Office (TARA) for the City of Austin. This includes all activities related to franchise administration and utility regulation (non-city utilities) as well as administration of special programs related to cable/telecommunications, the regulatory finance and claims section.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages activities related to telecommunications and regulatory affairs for TARA and the City of Austin.
  2. Provides information to the Chief Financial Officer for resolution of all issues related to cable, telecommunications, gas and (non-city) electric utilities.
  3. Negotiates and enforces franchise agreements; recommends franchising policy; and monitors the fiscal performance of cable and franchise agreements.
  4. Monitors compensation for use of public rights-of-way.
  5. Oversees the review of federal and state legislation and regulations related to the activities of the Office of Telecommunications and Regulatory Affairs that include cable, telecommunications technologies and services, utilities, and public rights-of-way use and advises City Management and City Council on various communications policy issues.
  6. Manages the activities and staff of the regulatory and claims section including revenue audits, special program reviews, and other special projects as directed.
  7. Oversees planning, development and implementation of community technology initiative which promotes digital technology in the community through training, grants and technology access.
  8. Provides management and oversight to TARA's annual operating and capital improvement program budget for submission to the City Management.
  9. Provides management and direction to the development of short and long term planning goals and objectives for the TARA division.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of legislative/governmental processes
  • Knowledge of federal and state laws and regulations related to telecommunications and other franchises.
  • Knowledge of contract language, terms, and conditions.
  • Knowledge of auditing and fiscal monitoring procedures.
  • Knowledge of grants and contract administration and principles.
  • Skill in negotiation of contracts and agreements.
  • Skill in generally accepted management practices.
  • Ability to communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with individuals and groups of varied interests and backgrounds.
  • Ability to interpret legal documents.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business, Public Administration, Finance, or Telecommunications, plus four (4) years related experience, two of which include supervisory experience.
  • A related Master's degree may substitute for two (2) years of the required non-supervisory/management work experience.
  • Experience may substitute for education up to 4 years
Licenses and Certifications Required:
 
  • Valid Texas Class C Drivers License
