Purpose: |

Under limited direction, directs, manages and supervises the daily activities, operations, and personnel in support of the Austin Police Department's Victim Services Division. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops and implements short and long range plans, programs, and personnel for clinical, case management, and advocacy services, recommends alternatives and adjustments to programs.
- Determines goals, objectives, and resource requirements for activities and programs.
- Develops, revises, implements, and ensures compliance with standard operating practice, policy, and procedure and best practices for delivery of clinical care and case management services.
- Responsible for timely reporting of Business Plan and grant performance measures.
- Evaluates program performance in relation to APO vision, mission, and goals; recommends program alternatives/adjustments as indicated.
- Assists the APO Grants Coordinator in the coordination and monitoring of Victim Services grants.
- Assists in budget preparation, presentation, monitor expenditures, and ensures division operates within appropriated budget.
- Establishes and maintains excellent communication and working relationships with community based and government
organizations.
- Acts as liaison between the Austin Police Department and a variety of external victim and/or witness constituent groups.
- Recommends and approves major purchases and expenditures.

Minimum Qualifications: |
|
- Graduation with a Master’s degree from an accredited college or university in Mental Health Oriented Science or Arts, or in a field related to the job, plus five (5) years of experience in mental health crisis and trauma counseling, including three (3) years of which were in a lead or supervisory capacity OR
- Graduation with a Doctor of Philosophy from an accredited college or university in Mental Health Oriented Science or Arts, or in a field related to the job, plus three (3) years of experience in mental health crisis and trauma counseling, including two (2) years of which were in a lead or supervisory capacity.

Licenses and Certifications Required: |
|
- Licensed Clinical Social Worker (LCSW) or
- Licensed Marriage and Family Therapist (LMFT) or
- Licensed Professional Counselor (LPG)
- Valid Class C Driver’s License
