Construction Analyst

Purpose:
  Under general supervision, responsible for coordinating construction activities, developing standards and ensuring standards compliance. Responsible for assessing the technical integrity of electrical equipment by application of appropriate federal, state, local and industry codes and standards.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Coordinate construction activities, develop standards and ensure standards compliance of electrical substations or equipment.
  2. Assess the technical integrity of electrical substations or equipment by application of appropriate federal, state, local and industry codes and standards.
  3. Make recommendations for standards changes as appropriate.
  4. Using field experience, evaluate new and existing standards for constructability.
  5. Perform field inspections to ensure compliance with design, engineering and construction standards.
  6. Investigate and solve minor problems encountered during construction.
  7. Act as liaison between engineering staff and outside contract construction representatives.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of utility operations, industry and regulatory developments
  • Knowledge of power system operation and its components
  • Knowledge of the National Electrical Code, the National Electrical Safety Code, ANSI and IEEE Standards
  • Knowledge of technical aspects of substation layout, design and construction
  • Knowledge of Federal, State, Local laws, and ordinances.
  • Knowledge of city practice, policy, and procedure.
  • Skill in handling conflict and uncertain situations.
  • Skill in collecting, analyzing, and interpreting applicable data.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Ability to work with frequent interruptions/changes in priorities.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to train others.
  • Ability to perform field investigations to ensure standards compliance
  • Ability to evaluate, select and apply standard engineering and construction representatives, techniques, procedures and criteria
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, or in a field related to the job, plus four (4) years related experience.
  • Experience may substitute for education up to four (4) years.

  None.
