Parking Enforcement Officer

Purpose:
 
Under general supervision, patrols assigned areas of the City to enforce parking regulations, local transportation ordinances and state laws governing parking of vehicles; issues citations, and writes reports; performs related work as assigned.
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Patrols an assigned area of the City to observe automobiles, motorcycles, commercial vehicles and other vehicles for parking violations; enforces related local regulations and ordinances and State Transportation Code. Issues citations for expired meters, improper use of specially designated or timed zones or lots, improper parking such as parking in crosswalks or other sidewalks,  unpermitted or improperly marked commercial vehicles, improperly parked vehicles in commercial zones, or improperly parked vehicles obstructing traffic.
  2. Interacts with hostile and irate parking violators handling difficult situations investigates and resolves parking violation disputes, and may notify police of incidents involving abusive behavior by the public.
  3. Responds to complaints from the public, researches ticket complaints; testifies in court, and completes declarations of citation circumstances to assist in prosecution of parking violations.
  4. Marks vehicles to detect abuse of timed areas; installs and photographs boots on vehicles subject to towing; arranges for towing of abandoned vehicles, or illegally parked vehicles.
  5. Completes incident reports and data required for citations including but not limited to code sections violated, time, date and location of offense, vehicle license plate number and/or vehicle identification number. 
  6. Trains other officers in procedures, processes and ordinances.
  7. Provides traffic control, directs traffic, and assesses situations, provides first aid, and responds to accidents by determining need for request of emergency services, and by contacting appropriate emergency personnel.  
  8. Assists engineers with traffic studies, summarizes totals.
  9. Maintains a strong safety focus and follows safety standards and practices.
  10. Directs traffic.
  11. Appears in court.
  12. Maintains logs.
  13. Attends briefings.
  14. Prepares incident reports.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City safety rules, regulations, laws, ordinances, statutes and municipal codes.
  • Knowledge of city and departmental policies and procedures.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict and uncertain situations.
  • Skill in data analysis and problem solving.

  • Skill in responding quickly and calmly in emergency situations and related software.

  • Skill in using computers and related software including hand-held citation devices.
  • Ability to testify in court regarding facts in contested citation and/or towed vehicle cases.
  • Ability to read, interpret and apply state and municipal ordinances governing vehicle towing.
  • Ability to evaluate the validity of violator's explanations and use discretion to determine if citations or warnings are warranted.
  • Ability to work independently with minimal supervision to perform a variety of regular and special assignments.
  • Ability to utilize 2-way communications devices. 
  • Ability deal tactfully with difficult individuals and situations and ability to explain parking or related transportation ordinances. 
  • Ability to respond to questions from the general public and provide assistance.
  • Ability to work in inclement weather and adverse conditions.
  • Ability to obtain a valid CPR/First Aid certification.
  • Ability to speak Spanish or other language is highly desirable.
  • Ability to train others. 
  • Ability to quickly recognize and analyze irregular events. 
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
Minimum Qualifications:
 
Graduation from an accredited high school or equivalent, plus one (1) years of public/municipal code enforcement or a related customer service field.
 
Post- secondary law enforcement coursework may substitute for experience.
 
Licenses and Certifications Required:
 
  • Valid driver’s license.
  • Must be able to obtain successfully complete and pass the City parking enforcement training certification program which includes the application of transportation code, and in passing the course in Verbal Judo within three (3) months of regular employment.
Physical Requirements:
 
  • Requires light physical work with frequent standing and walking, lifting/carrying objects weighing up to 50 lbs., reaching, bending, and stooping to mark vehicles and field of vision to move quickly or direct traffic and avoid being hit by vehicles.

  • Request that CBI be performed based on contact with the general public which includes vulnerable populations.  Office is located in front of Pease Elementary.
