Purpose:
 

Under general supervision, this position performs field work consisting of inspections, investigations, and enforcement of code violations on residential, commercial, and multifamily properties within the City’s jurisdiction to help ensure compliance and conformance with laws, codes, and ordinances. This position provides consultation, serves citations; issues notices to owners and occupants; and interprets codes, ordinances, and regulations to affect corrective actions and improve compliance.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Enforces complex nuisance complaints, basic substandard housing, and basic zoning complaints on properties.
  2. Conducts investigations on reported property code violations, which includes interviews with tenants/occupants, neighbors, contractors, workers, or property owners, to evaluate validity.
  3. Determines if property code violations are present. Coordinates the improvement or remedy of the violations with the property owners, violators, and/or other City departments.
  4. Determines property ownership, current occupants, and extent of violations. Refers code violations to appropriate departments or agencies.
  5. Coordinates the notification of property owners or violators as required by code, regulation, or State statute for any action taken. Responds to inquiries regarding registered complaints and results.
  6. Documents all actions, complying with all City standards, taken from initial investigation through the attainment of compliance, abatement, or judicial/administrative referral.
  7. Assists with cases for hearings and trials, which may include providing witness testimony.
  8. Performs post-disaster assessment of debris volume for collection services.
  9. Compiles with all applicable department and division security and safety rules, regulations, and standards pertaining to vehicles and personal safety.
  10. Attends special meetings, which may include presenting/providing information related to code enforcement.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the principles, interpretation, and administration of applicable policies; codes; and municipal, State, and Federal regulations and guidelines.
  • Knowledge of investigative techniques, procedures, and reporting.
  • Knowledge of the methods required in reading and interpreting maps, building plans, or site plans.
  • Knowledge of retrieval procedures.
  • Skill in evaluating research to determine applicable ordinances, codes, regulations, and statutes.
  • Skill in written and oral communication.
  • Skill in making accurate measurements and computations.
  • Skill in preparing clear and concise written reports and in presenting data to provide timely management information.
  • Skill in recordkeeping, organization, and time management to meet mandated deadlines.
  • Skill in using a digital camera, laptop and/or notebook computer, and software applications.
  • Ability to maintain composure in stressful situations.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus three (3) years of experience in code enforcement, code administration, building inspections, building construction, planning, or other regulatory or law enforcement capacity enforcing and interpreting codes and regulations, including one (1) year of case management experience.
  • Graduation with an Associate degree or higher from an accredited college or university with major coursework in Environmental, Engineering, Urban Planning, Criminal Justice, Building Science, Construction Management, or in a related field may substitute for experience in code enforcement or building construction trade up to two (2) years.
Licenses and Certifications Required:
 
  • Valid Texas driver license within thirty (30) days of hire.
  • Criminal background check is required.
  • Registered as a Code Enforcement Officer with the State of Texas within one (1) year of employment.
Physical Requirements:
 

Ability to bend, lift, walk, carry, or use a force equal to lifting up to fifty (50) pounds.
