Inspection Supervisor

Purpose:
 

Under general supervision, supervises employees conducting inspections to ensure compliance with applicable City ordinances, approved plans, specifications, safety and environmental requirements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Provides skilled leadership and managerial skills for the designated inspection division and its assigned work group. Provides leadership in the coordination of inspections for residential, commercial, and capital projects in accordance with applicable national, state, and local codes, ordinances, and regulations.
2. Performs field and office support functions for inspectors and ensures compliance with health and safety regulations.
3. Coordinates and initiates programs and training to obtain quality control inspections and meet performance measures.
4. Formulates and writes informational reports.
5. Implements inspection programs involving City Inspectors and third party inspectors. Participates in the development of policies and procedures regarding commercial, residential and capital projects.
6. Coordinates division and section activities with other divisions/sections, other departments, outside contractors, etc. Works with other departments to negotiate change orders within authorized dollar limits.
7. Assist contractors, engineers, and design professionals with interpretation of codes and with other inquiries.
8. Communicate with customers and advise them of code changes. Answers questions related to building codes and other regulatory requirements. 
9. Mediates between the city and other project team members to diffuse any hostile conflicts with contractors and/or customers.
10. Ensures inspectors process submittals and keep applicable record documents for assigned projects.
11.  Reviews and approves contractor’s estimates for payment.  Compares pay application to the project quantity book and previous payments.  Reviews all required documents for accuracy and completeness.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the coordination and integration of the inspection function with other operations and functions of the Department and the City.
  • Knowledge of the principles, interpretation and administration of applicable policies, codes, and municipal, state and federal regulations and guidelines.
  • Skill in communicating requirements both orally and in writing to architects, contractors, developers and the public.
  • Skill in establishing employee relations as well as recognizing and rewarding performance.
  • Skill in making accurate measurements and computations and in maintaining records.
  • Skills in directing, assigning, and prioritizing the work.
  • Skill in preparing clear and concise written reports and in presenting data to provide timely management information.
  • Skill in using computers and related software application to record inpection results and research permit and project history.
  • Skill in handling conflict and uncertain situations.
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.

 

Minimum Qualifications:
 

Graduation from an accredited high school or equivalent plus five (5) years experience in a related field, four (4) of which must be in the specialty area of inspection including one year lead/supervisory experience.
Education may substitute for experience up to two years

Licenses and Certifications Required:
 
  • Certification/license may be required by trade.
Physical Requirements:
  Moderate. Tasks involve bending, lifting, walking, carrying or using a force equal to lifting up to fifty (50) pounds.
