Electric Metering Supervisor

Purpose:
  Under general supervision, supervise and perform work in all areas of electrical metering.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Communicates and coordinates with Governmental authorities, City departments, Austin Energy business sections and other utilities, vendors, distributors and manufacturers, architects, contractors, electricians, owners and consumers. Consults with outside customers on installation and requirements for new metering and service upgrades.
  2. Develops, compiles and maintains computer databases and spreadsheets that record work records, schedules, equipment inventories and purchasing records and productivity records.
  3. Tests and evaluates new metering products, including software, power measuring devices and communication equipment. Ensures all products, software and hardware revision issues meet industry and Austin Energy standards and specifications.
  4. Coordinates the procurement or electrical metering related equipment for Austin Energy and other City of Austin departments. Uploads all meter data into database for inventory records and to new customer accounts. Responsible for Metering Operations warehousing of equipment and supplies; coordination and scheduling of inventories and product deliveries. Supply equipment specific data for proper bar-coding information and inventory control, per manufacturer, to local vendors.
  5. Complies with and enforces Austin Energy's Safety regulations.
  6. Supports internal customers with metering support for electrical contractor and customer related questions. Responsible for all metering projects including coordination with other departments, divisions and customers, verification of schematics and blueprints and acquisition of parts and materials.
  7. Inspects all commercial and residential services larger than 200 amps requiring Instrument Transformers, insuring compliance with AE Utility Criteria Manual. Coordinates and Installs new metering for large Primary/Industrial Service customers, Austin Energy Substations, Power Production and ERCOT Polled Settlement Metering.
  8. Provides job cost estimates for Austin Energy Marketing requests on Key Accounts.
  9. Approves preliminary drawings, metering spots and provide metering specifications
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Austin Energy Power Delivery Operations and an understanding of deregulation and the impact on metering.
  • Knowledge of Austin Energy's "Utility Criteria Manual" and how it applies to metering, electric distribution and construction.
  • Knowledge of all Austin Energy and OSHA safety rules and regulations.
  • Knowledge of the technical aspects of Austin Energy's Transmission and Distribution system.
  • Knowledge in procedures of inspection and approval processes.
  • Knowledge of Utility information systems such as CIS, PIER, SPEED, etc.
  • Knowledge of theory/methods/procedures in construction, maintenance, and repair of electric Distribution and Transmission systems.
  • Knowledge of communications and data retrieval methods/devices for electrical metering.
  • Knowledge of purchasing, procurement and payment procedures.
  • Knowledge of local environmental requirements for construction and maintenance activities.
  • Skill in establishing and maintaining effective working relationships with other city employees and the general public.
  • Skill in effectively leading technicians performing installation, maintenance and repair of electrical/electronic metering equipment.
  • Skill in public speaking.
  • Ability to utilize computer programming of electronic meter devices.
  • Ability to use PC spreadsheets and database applications.
  • Ability to assign and monitor the work of others.
  • Ability to draw schematics of control circuits.
  • Ability to implement effective safety and training programs.
  • Ability to estimate time, material and labor for job assigned.
  • Ability to effectively manage time.
  • Ability to read electronic schematics and blueprints sufficient to interpret and modify/design as needed.
  • Ability to use tools/equipment required to perform testing/calibration/repair of electrical/electronic meters.
  • Ability to read, interpret and prepare electric and electronic diagrams and instruments.
  • Ability to make time calculations to determine meter adjustments.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus six (6) years experience in a field related to maintenance of electrical meters, two (2) years of which were at the journeyman level.
  • Education may substitute for experience up to two (2) years

  None.
