Fingerprint Technician Supervisor

Purpose:
 

Under general direction, follows standard operating practice, policy, and procedure in the receipt, processing, storage, and/or release of fingerprint and/or background information. Supervise the daily activities of Fingerprint Technicians in support of the Crime Records section.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Processes new APD personnel, juveniles, individuals, and the general public, to include background checks, verification and confirmation of criminal history, warrants, fingerprint, photograph, and file according to standard operating practice, policy, and procedure.
  2. Fingerprints for identification and elimination purposes at the request of Officers. Verifies identities through the Automated Fingerprint Identification System (AFIS).
  3. Performs technical analysis of prints and fingerprints. Classifies fingerprint cards utilizing the Henry Classification System.
  4. Coordinates and implements assigned projects. Develops and implements new programs and standard operating practices, policies, and procedures.
  5. Assists in reviewing and maintaining the laws regulating the release of information, and in establishing data entry procedures to meet established guidelines.
  6. Writes, establishes, and provides training programs and policies for staff.
  7. Orders print cards for/from other law enforcement agencies. Assists other law enforcement agencies and City departments.
  8. Processes certified copies of fingerprints upon court order. Coordinates information for court cases with court officers, prosecutors, and judges. Testifies in court as a fingerprint expert and custodian of records.
  9. Converts National Crime Information Center (NCIC) codes to Henry Classification System codes.
  10. Writes, drafts, and completes reports and/or documents.
  11. Performs bid processing and prepares purchase orders for supplies and/or equipment.
  12. Operates City vehicle.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of fingerprint identification practices and principles.
  • Skill in oral and written communications.
  • Skill in handling hostile conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish effective communication and working relationships with City employees and the public.
Minimum Qualifications:
 
  • Graduation with an Associate Degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years of fingerprint experience.
  • Experience may substitute for education up to a maximum of two (2) years.
Licenses and Certifications Required:
 

Valid Class C Texas Drivers License.
