Parking Enforcement Supervisor

Purpose:
 
Under limited general direction, plans, organizes and supervises the daily activities and operations of the Parking Enforcement Officers and the effectiveness of the ticket issuance program and personnel in support of enforcing parking regulations, local transportation ordinances, and state laws governing parking of vehicles, provides visible safety presence in patrolled areas, to ensures that officers are providing a safe environment  for the general public performs other as related work as required .

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, organizes, supervises and provides leadership for the day to day activities to ensure maximal effectiveness based transportation laws and city code. 
  2. Resolves difficult situations involving citizen complaint; investigates incidents and collisions, demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless customer service. 
  3. Establishes, reviews, and implements standard operating practice, policy, and procedure;  analyzes, and communicates statute changes to staff.
  4. Establishes, and provides staff training and development of staff in programs, practices, policy, regulation, and code; trains staff in handling hostile situations, CPR, traffic safety, etc.
  5. Anticipates and solves problems; guides employees in proper handling of day to day issuances and in enforcing parking and transportation regulations, issuing citations, and in immobilizing and impounding vehicles.
  6. Assists with budget preparation, presentation, monitor expenditures, establishes budget controls and ensures division operates within appropriated budget. 
  7. Issues and monitors equipment for assigned staff; performs inventory control and maintains appropriate supply levels.
  8. Evaluates, prepares, and approves equipment/supply purchases; obtains and processes bids, and prepares purchase orders, purchases equipment. 
  9. Compiles and analyzes data, creates customized reports.
  10. Assists citizens and other departments with complaints, questions determining resolution in a professional manner; educates citizens and departments on state and city laws and regulations.
  11. Reports suspicious activity to police department when appropriate.
  12. Issues licenses (chauffeurs, etc.)
  13. Maintains logs and records; maintains employee documents and files.
  14. Coordinates with other departments and members of the public to ensure appropriate transportation infrastructure.
  15. Assists traffic engineers with engineering studies; coordinates engineering studies with staff and prepares results.
  16. Patrols city streets and property to monitor for violations of state and city laws and deteriorating conditions of signs, signals, and other city property; reports issues to appropriate personnel and/or departments, including safety hazards and incidents requiring emergency response.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of supervisory and managerial techniques and principles. 
  • Knowledge of City practice, policy, procedures, regulations, laws, ordinances, statutes and municipal codes.

  • Skill in training staff in City practice, policy, procedures, regulations, laws, ordinances, statutes and municipal codes.
  • Skill in handling conflict and uncertain situation and in responding quickly and calmly in emergency situations
  • Skill in using computers and related software. 
  • Skill in data analysis, problem solving, and handling difficult situations.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus four (4) year’s experience in law enforcement, customer service, or in a field related to the job, two (2) years of which were in a lead or supervisory capacity. Experience may be substituted for education requirements.

Licenses and Certifications Required:
 
  • Valid Texas Class C Driver’s License
  • CPR Certification within 6 months of hire
  • Completion of approved training program within 6 months of hire

Physical Requirements:
 
  • Physical requirements include lifting/carrying up to 50 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate two-way radio and basic office equipment. Subject to walking, reaching, and crouching to perform essential functions. Working conditions may be inside or outside with frequent exposure to temperature extremes, high noise, oily surfaces, dust, and inclement weather.
