Police Digital Audio/Video Specialist

Purpose:
 

Under general supervision, this position is responsible for performing digital audio/video processing and quality assurance reviews, and preparing reproductions of audio/video files from the Digital Mobile Audio Visual (DMAV) system and the Body Worn Camera (BWC) system.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Performs quality assurance of digital evidence and digital documentation captured on DMAV and BWC video in the field by officers by researching backend client in-house programs, cloud evidence storage, and case tracking programs to ensure items are classified properly.
  2. Manages digital evidence by uploading and exporting to and from various police evidence and case tracking systems.
  3. Provides all requests for digital footage from the video systems to outside legal entities such as the District Attorney, County Attorney, and other law entities by researching databases to ensure the department complies with the Michael Morton Act.
  4. Prepares audio/video media for release by performing required redactions to both video and audio tracks based on laws regarding release of information.
  5. Processes general open records requests and internal unit requests for audio/video from the systems by copying and burning videos to discs after they have been prepared for distribution.
  6. Manages video cards in police units by removing, uploading, or replacing, as necessary, while ensuring wireless captures are uploading correctly; troubleshooting any issues with the wireless upload.
  7. Provides, as necessary, training and guidance to others, both inside and outside the organization.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of audio/video database image storage, retrieval, and metadata management.
  • Knowledge of evidence standards and best practices.
  • Knowledge of applicable processes, techniques, and methods.
  • Skill in handling multiple tasks and prioritizing appropriately.
  • Skill in using computers and software applications to manage various types of digital audio/video images.
  • Skill in maintenance and operations of audio and video image producing equipment and software.
  • Skill in oral and written communication.
  • Ability to use non-linear editing systems to perform audio and video duplications and editing.
  • Ability to quickly and appropriately respond to requests for data and information.
  • Ability to establish and maintain effective communications and working relationships with City employees, other government officials, and the public.
Minimum Qualifications:
 
  • Graduation with an associate’s degree from an accredited college or university with major coursework in a field related to the job.
  • A combination of education and experience related to the position as determined by the hiring manager may substitute for education up to a maximum of two (2) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License, if required for the position.
