Redevelopment Project Manager

Purpose:
 

Under minimal supervision, this position is responsible for planning and overseeing highly complex real estate projects for redevelopment programs.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees all phases of redevelopment projects including site and feasibility analysis, economic analysis, defining project requirements, securing project funding, managing budgets and timelines, and coordinating interdisciplinary project teams to meet project requirements.
  2. Serves as City’s lead negotiator and representative for private/public partnership contracts for redevelopment projects by securing community input, conforming with City policy, engaging with stakeholders, and managing matrixed teams.
  3. Develops short -and long-range plans for future and ongoing projects from concept to completion. Works with private sector and community groups to develop programs and projects that are consistent with community needs and are economically feasible.
  4. Secures the appropriate land development regulations and entitlements and ensures maintenance of those entitlements over the life of the project.
  5. Develops and administers solicitation processes for professional, construction, and real estate services that plan and construct redevelopment projects.
  6. Aligns City policy and community vision with market, physical, and legal property constraints to develop work programs for redevelopment projects.
  7. Coordinates communication to executive leadership and City Council for direction and action on projects.
  8. Promotes and explains redevelopment projects and programs and resolves controversial or sensitive issues. Provides technical advice to City management and stakeholders to address new or ongoing challenges faced by the organization.
  9. Manages contracts and contractors to ensure compliance including administering change orders and estimates. Manages review and design of engineering and architectural projects in consultation with engineers, architects, and contractors.
  10. Develops, maintains, and improves design and construction project management policies and procedures. Assists in developing division/section budget.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of engineering, construction, and architectural design principles, practices, procedures, and methods.
  • Knowledge of Federal, State, and Local laws and ordinances related to real estate development and permitting.
  • Knowledge of project accounting and project management systems, principles, methods, and practices.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of easements, land development principles, contracts, and right of way issues.
  • Knowledge of the development of service-based user fees, capital markets, and alternative financing strategies for affordable housing and commercial real estate development.
  • Knowledge of capital program finance and economic development financing sources and practices such as Tax Increment Reinvestment, Public Improvement Districts, and General Obligation Bonds.
  • Skill in adapting, interpreting, and applying guidelines and standards.
  • Skill in establishing and maintaining positive relationships with internal and external customers.
  • Skill in using available software packages.
  • Skill in evaluating and managing contract agreements.
  • Skill in writing and interpreting legal descriptions of leases, real estate easements, and similar property documents.
  • Skill in negotiating with various audiences to accomplish objectives.
  • Skill in written and oral communications including public presentations to a variety of audiences.
  • Skill in completing projects within the required schedule.
  • Ability to make prompt decisions and develop new and relative ideas.
  • Ability to manage complex projects and programs from concept to completion.
  • Ability to exercise sound judgment, tact, and diplomacy in all public contacts.
  • Ability to assess and analyze project risks and exposures, identify options and alternatives, make decisions, and implement corrective actions.
  • Ability to resolve conflicts and difficult situations.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university in engineering, architecture, or related field, plus five (5) years of related work experience.
