Chief Labor Relations Officer

Purpose:
  Under the general direction of the City Attorney and the Chief of Staff, directs the Labor Relations Office and is responsible for administering the City’s labor relations programs and activities. Serve as the City’s chief agent in labor relations and negotiations with unions and oversees negotiation teams and the interpretation and application of contract language, negotiations, and implementation of collective bargaining agreements and settlements.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Develop, implement, and administer the City’s labor relations programs and activities.
2. Plan, coordinate and conduct union/management labor negotiations and serve as chief negotiator with selected bargaining units.
3. Prepare employee relations resolutions, memoranda of understanding and side letters with unions, and related documents.
4. Oversee performance improvement planning within the division.
5. Develop, implement, and revise standard operating policies and procedures for the division.
6. Administer and monitor the division’s appropriated budget to include allocations and expenditures; oversees the preparation of financial data, reports, and analyses.
7. Oversee the communication of labor relations information to the general public and the City’s management.
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory responsibilities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of the principles and practices of labor and employee relations, including negotiation and contract administration; and the Federal, State, and Local laws and ordinances governing labor relations.
Knowledge of the principles and practices of public personnel administration.
Knowledge of the City’s human resources policies and practices and labor contract provisions.
Skilled in effective negotiating.
Skilled in interpreting and applying applicable laws, regulations, policies, and memoranda’s of understanding as they relate to labor relations.
Skilled in written and/or oral communication.
Skilled in researching and analyzing complex problems.
Ability to direct and evaluate personnel in the accomplishment of goals and objectives and demonstrated ability to manage priorities and workloads.
Ability to prepare complex financial and administrative reports and analyses.
Minimum Qualifications:
 

Education and/or Equivalent Experience:

Graduation from an accredited school of law plus five (5) years of experience as a practicing attorney with a minimum of three (3) years experience in a supervisory capacity.
Licenses or Certifications Required:
Member in good standing of the State Bar of Texas.
