Purpose:
  Under nominal direction, this position is responsible for developing, administration, and overall effectiveness of the organization including strategic planning, leadership and oversight all of operations of the Emergency Medical Services (EMS) Department.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Provides leadership planning and development of the annual operating and capital budgets and oversees adherence to budget guidelines. Directs preparation of operational budget proposals and the control of operations according to approved budgets.
2. Develop partnerships with outside public and private organizations to access resources and improve the efficiency of service delivery.
3. Establishes and evaluate short and long range goals and objectives to ensure operational effectiveness of services for the department.
4. Directs the preparation of department proposals for generating and increasing revenues, establishing appropriate inventory control measures, and preparing and implementing public relation efforts and marketing campaigns.
5. Provide written and oral presentations to Council, the media, regulatory bodies, and other stakeholders as necessary. Represents the department before the Mayor and City Council, Commissioner’s Court, State and Federal agencies and the general public. Provides update to City Management on status of and deviations from planned programs.
6. Makes recommendations to City Management and Council for improvements in policies, procedures, operations, programs, etc. Develops and revises departmental policy and operating procedures to assure maximum quality and effectiveness in the delivery of services. Ensures compliance with governmental rules and regulations.
7. Organizes, develops, and provides direction to management personnel to maintain an effective workforce.
8. Prepares departmental working papers, activity reports and fiscal documents.
 
Responsibilities - Supervisor and/or Leadership Exercised:
  Approve all Department personnel actions including, hiring, promotions, transfers, demotions, and terminations. Responsible for the full range of supervisory activities including selection, training, evaluation, counseling of department personnel.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of modern management principles and practices. 
Knowledge of federal, state and city rules and regulations governing unit functions.
Knowledge of local, state and federal law and city ordinances.
Knowledge of financial accounting, reporting, management, and financial forecasting methods. 
Knowledge of supervisory and managerial techniques and principles.
Knowledge of budgeting methods and systems.
Skill in coordinating various functions.  
Skill in managing the activities of personnel engaged in unit functions.  
Skill in developing and implementing plans to achieve set goals and objectives.  
Skill iSkill in handling conflict and uncertain situations.
Ability to communicate effectively both verbally and in writing.
Ability to work with and coordinate between multiple agency and governmental structures to meet inter-local agreement goals and objectives.
Ability to develop, implement and administer goals, objectives and procedures for providing effective and efficient services for the City of Austin.

Minimum Qualifications:
  Bachelor’s degree in Public Affairs/Administration, Business Administration, Management, Public Health, Health Care Administration or related field plus five (5) years management experience in a 9-1-1 based urban/rural EMS Transport Operation or
Master’s Degree and top level management of a 9-1-1 based urban/rural EMS Transport Operation.
