Customer Renewable Solutions Manager

Purpose:
 
Under minimal supervision, manages and oversees the development, promotion, and operation of customer renewable energy projects including, but not limited to, customer-sited renewable resources, subscription offerings for utility scale wind and solar resources, and related technologies.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops distributed energy resources and renewable generation programs that meet Austin Energy’s strategic objectives. Bears responsibility for the program management of activities associated with customer-sited solar programs, including rebates, incentive levels, customer outreach, and tariff design.
  2. Designs, manages, and markets residential and commercial renewable energy subscription programs including, but not limited to, distributed solar, utility scale solar, and wind programs.
  3. Directs the examination, analysis, and development of innovative business models that will enable Austin Energy to achieve comprehensive sustainable energy goals, Austin Energy’s Resource and Generation Plan, and Council directives.
  4. Researches and drafts documents for presentation and publication to include status reports and annual reports. Provides technical assistance to Austin Energy staff, City Executives, the City Manager, and City Council.
  5. Monitors the efficiency of the operations, contractual agreements, financial integrity, and environmental and regulatory compliance of the programs.
  6. Coordinates feasibility studies and project development activities with cross functional resources, peers and outside consultants.
  7. Analyzes plans, construction, contract specifications, terms, conditions, and relevant City building, environmental, and other codes to determine project requirements.
  8. Formulates policies, guidelines, and procedures working closely with relevant business units of Austin Energy, including Customer Care, Resource Planning, Regulatory, Energy Markets and Operation, Electric Service Delivery, Power Generation, and Power Delivery.
  9. Identifies and develops relationships with customers, stakeholders, contractors, partners, community leaders, boards, commissions, and other interested parties.
  10. Manages and monitors O&M and CIP budgets including preparing short- and long-term spending plans.
  11. Provides industry-specific reports, writes articles, delivers presentations to promote services, exchanges ideas, and accomplishes objectives.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of renewable energy technologies, energy efficiency, demand response, and energy storage.
  • Knowledge of regulatory requirements at the Federal, State, and Local levels.
  • Knowledge of reporting concepts and preferred business practices.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of cost of service and rates and charges methodologies and design structures.
  • Knowledge of project management and internal control concepts and practices.
  • Skill in managing renewable generation development and operational activities and systems.
  • Skill in understanding and managing financing approaches and partnership agreements associated with the electric utility industry and renewable energy projects.
  • Skill in managing risks.
  • Skill in mediation and negotiating contractual agreements.
  • Skill in oral and written communications.
  • Skill in handling and prioritizing multiple strategic program initiatives.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to understand and explain industry trends, processes, and procedures.
  • Ability to establish and maintain effective communication and working relationships with stakeholders, partners, community leaders, boards commissions, City employees, and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university, plus five (5) years of experience in renewable energy program administration, with an understanding of both regulated and deregulated electric markets, including two (2) years of experience in a supervisory or managerial capacity.
  • Graduation with a Master's degree from an accredited college or university may substitute for up to two (2) years of the required experience.
