Council Agenda Process Manager

Purpose:
 

Under general direction, this position is responsible for supporting the needs of the City Manager’s Office and City executive team related to all City Council agendas. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages the agenda office activities and resolves operational and budget issues.
  2. Provides professional and subject matter expert-level support regarding City Council agendas to the City Manager and City executives.
  3. Provides weekly management and coordination of council agendas and supervision of agenda coordination staff for Management Services department.
  4. Provides long-range project and budget planning, as well as technical planning for Agenda Management System applications.
  5. Manages Council agenda process to ensure it is prepared and posted in accordance with City Code and State law.
  6. Manages projects and requests related to Council and Council Committees.
  7. Prepares and delivers presentations to Council Members, department directors, and executive team on agenda process issues/performance data.
  8. Provides direction, oversight, and tracking of the Request for Council Action process, Council Item Update reports, and other action items.
  9. Provides support and guidance to the City Manager and the executive team before and during council meetings, directing executive assistants to track follow-up requests from Council and citizens.
  10. Maintains effective relationships with Mayor and Council offices and facilitates the resolution of problems presented to City Manager from Council agenda-related issues.
  11. Develops and manages reports related to the agenda process for City Manager and City executives.
  12. Creates, implements, manages, and monitors processes and systems to ensure the effectiveness of the Agenda Office.
Responsibilities - Supervisor and/or Leadership Exercised:
 
May be responsible for the full range of supervisory activities: selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the Agenda Management System.
  • Knowledge of State and Local laws, including the City Charter.
  • Knowledge of City practices, policies, and procedures
  • Knowledge of Microsoft applications including Word, Excel, Access, and PowerPoint.
  • Knowledge of the department’s performance goals and initiatives.
  • Knowledge of departmental relationships with boards and commissions as well other public and private agencies.
  • Knowledge of the fiscal and budgetary processes within the office. Skill in oral and written communications.
  • Skill in building and maintaining effective working relationships with elected officials, members of public boards and commissions, other government officials, key stakeholders, and the general public.
  • Ability to confer with individuals on behalf of the City Manager and City executives.
  • Ability to confer with individuals about technical projects and systems applications related to the agenda process.
  • Ability to gather and analyze data regarding sensitive issues relating to the operations within the department.
  • Ability to exercise good judgement, tact, and diplomacy; and maintain confidentiality as required.
  • Ability to deliver feedback to peers and subordinates in ways that effectively promote personal and organizational learning and improved results.
 
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in Business, Public Administration, or a related field, plus two (2) years of experience in a professional/administrative capacity.
  • Any equivalent combination of education or experience may be substituted.
