Environmental Services & Operations Compliance Manager

Purpose:
 
Works under minimal direction, managing and overseeing Environmental Services, Environmental Field Services, Dam Operations, and the Environmental Laboratory business units; managing environmental compliance risk for utility operations including Power Generation and Energy Delivery Services, emergency spill response field crews, transformer recycling operations, environmental programs, environmental projects, and developing strategies to minimize environmental impact.
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages major programs and projects for Austin Energy’s Environmental Services, Field Services, Laboratory Services and Dam Operations business units by managing, monitoring, advising, reports and promotes understanding about various regulatory environmental issues/trends impacting the electric industry sector.
  2. Develops and implements short and long range plans, programs, and personnel that provide administrative and managerial support, risk management, and project management and evaluation.
  3. Manages the regulatory compliance of Austin Energy’s Operations, develops permit applications for Federal, State and local agencies, and monitors permit requirements to ensure compliance is met in accordance with all Austin Energy (AE) facilities, Power Production Operations and Electric Service Delivery regulatory requirements.
  4. Represents AE on all matters regarding environmental compliance, serves as a technical expert on compliance and pollution prevention and controls, represents AE at regulatory agencies such as U.S. Envionmenal Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ), and assists in negotiating all permit requirements for AE.
  5. Manages and monitors environmental regulatory programs and compliance with asbestos and lead abatement, PCB, SF6, endangered species, Spill Prevention Control and Countermeasure (SPCC), water quality, waste management, Air Products and Chemicals (APD) chemical inventory and storage, Occupational Safety and Health Administration (OSHA) and EPA Worker Protection Program.
  6. Manages the internal and external audit processes required by EPA and TCEQ.
  7. Analyzes federal, state and local environmental regulations and policy, develops policy positions and corresponds with regulatory agencies, communicates risks to Austin Energy’s executive management, and develops strategic recommendations for future operations.
  8. Manages the development, compliance and program requirements of TCEQ and EPA regulations for National Environmental Laboratory Accreditation Conference (NELAC) and International Organization for Standardization (ISO) accreditation standards.
  9. Provides clear guidance and recommendations on methods to mitigate exposure and manage risk for AE to senior management.
  10. Promotes understanding of compliance requirements, works with legal and finance divisions, and determines and implements process changes to lower costs, reduce environmental risk, and enhance departmental adherence and responsiveness to environmental emergencies and changes in regulations.
  11. Manages the development and implementation of required environmental training and testing programs.
  12. Manages and monitors pollution prevention and sustainability projects, including industrial applications and cleanup of contaminated facilities, and works with City departments to coordinate inter-departmental sustainability efforts.
  13. Serves on the City of Austin’s Emergency Management and Incident Command Operations Center during storm events, works with other city departments, Homeland Security and Lower Colorado River Authority (LCRA) to manage dam operations and associated risks. Provides support in Austin Energy’s Emergency Management and Incident Command Operations.
  14. Represents AE on national and state environmental committees and may serve on advisory or stakeholder committees serving as a subject-matter-expert to foster professional relationships and share information to advance AE’s environmental programs.
  15. Assists the Director of Environmental Services in developing and managing, O&M and CIP budgets, including preparing short and long term spending plans, presentations, and ensures business units operate within appropriated budget and associated contracts.

  • Knowledge of business case development, strategic business planning, reengineering, organizational change strategies and performance measurement.

Minimum Qualifications:
 

 

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Environmental or Natural Science, Engineering or a field related to the job, plus five (5) years of related experience, (2) two years of which were managing a program or Management capacity
  • Master Degree may substitute for two (2) years of the required experience.
