Purpose:
 

Under the direction of the Assistant City Manager, responsible for planning, directing, coordinating and maintaining economical and efficient transportation services for the City of Austin.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Plans, organizes, directs, and promotes transportation activities including transportation planning, field operations and transit.
2. Oversees the preparation of the Transportation budget and related capital expenditures; the long-range Transportation Plan and its implementation.
3. Directs transportation activities by developing, updating, and enforcing regulatory requirements for governmental agencies and the community in order to ensure safe and consistently high-quality public infrastructure.
4. Coordinates efforts to promote the use of alternative forms of transportation, including carpooling, vanpooling, transit, biking, and walking, to employers, employees and stakeholders.
5. Coordinates the development of municipal parking plans, programs, and personnel that provide administrative, managerial support, fiscal management, program planning, and evaluation.
6. Coordinates the development of rate structures and fee schedules for parking facilities, analysis of capacity, turnover rates, and required property changes. 
7. Coordinates the development of a safe and efficient transportation infrastructure; coordinates with other cities on regional issues; developing and implementing all components of the transportation and mobility strategic plan; and acting as a technical advisor for citizen advisory groups.
8. Ensures on-street parking enforcement is provided in order to meet the City’s parking needs.
9. Represents and promotes positive relations between other jurisdictions and agencies and the City of Austin.

Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of current modes of ground transportation, including street and traffic operations, bicycle systems, pedestrian requirements, and mass transit operations.
Knowledge of traffic signal control system design, traffic laws and regulation, traffic control methods, including traffic signal and marking systems, 
Knowledge of methods, and techniques used in the planning, construction, operations, and maintenance of City streets and traffic control devices.
Knowledge of the principles and techniques of modern public administration.
Knowledge of supervisory and managerial techniques and principles.
Skill in oral and written communications.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Ability to establish and maintain effective communication and working relationships with city employees and the public.

Minimum Qualifications:
 

Education and/or Equivalent Experience:

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, Business, Public Administration, or a closely related field, plus ten (10) of related experience, five (5) of which were in a managerial capacity.
Master’s degree may substitute for two (2) years of the required work experience.

Licenses and Certifications Required:
 

Valid Texas Class C Drivers License.
