Purpose:
 

Under nominal direction, this position reports to the Director of Public Works Department and is required to exercise initiative and independent judgment to achieve departmental results.  Responsible for providing oversight of administrative, logistical, public information, and legislative support to three primary functional areas:  Operations, Engineering and Project Delivery.  Manages complex projects, processes, and issues crossing organizational lines and engaging multiple resources and stakeholders. Makes recommendations for executive approval and makes critical decisions when appropriate.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Collaborates with department executives, key managers, and stakeholders to collect relevant data and resources to obtain insight and perspectives related to critical decisions.
2. Administers the initiation, maintenance, revision or curtailment of broad departmental policies and procedures through collaboration with the Director and Assistant Directors of Public Works.
3. Develops short and long-range strategic plans to meet the business needs of the departmental goals to supplement the Director and Assistant Directors in their roles. Monitors the implementation of major administrative projects critical to the Public Works Department Director’s strategy for organizational effectiveness and improvement.
4. Provides communication and policy support to the Director of Public Works Department to ensure the department’s strategic goals, objectives, and performance measures are effectively communicated. On behalf of the Director, designs and delivers communications to facilitate, initiate, modify or culminate departmental policies and programs using various communication tools.
5. Provides administrative oversight of departmental plans, practices, and procedures; document control; and coordination with the City Governmental Affairs Office, Human Resources, and workforce management and development efforts.
6. Plans, organizes, and directs operations and staff within the Office of the Director (OOD) including development and administration of the OOD budget.
7. Oversees the public information and marketing aspects of the department including the City’s capital improvement program and infrastructure maintenance efforts.

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Public Administration or in a field related to the job, plus four (4) years of experience in a senior management/program level.
