Administrator, Green Building and Sustainability

Purpose:
 

Under minimal direction, supervises the daily activities, operations, and personnel in support of Austin Energy’s Green Building and Sustainability Division, including implementing long range Green Building and Sustainability projects and programs to promote sustainability in design and construction.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Assists the Green Building and Sustainability Manager with the implementation of Austin Energy’s long range green building and sustainability plans.
2. Serves as primary liaison for Austin Energy before various formal, informal and advisory groups including officials of communities. Represents the interests and positions before national and local governmental officials, boards, commissions, and community organizations.
3. Provides technical assistance to Austin Energy staff, City Executives, the City Manager and City Council.
4. Assists in the development of platforms for communicating Austin Energy’s sustainability efforts to the larger community and publishes annual reports on the status of such plan(s) and related projects.  Researches and drafts documents for presentation and publication to include status reports and annual reports.
5. Coordinates promotional and outreach efforts for sustainability activities.
6. Participates in workshops, public hearings, stakeholder processes, and team meetings as the City of Austin’s representative.
7. Provides leadership, insight, and concepts into sustainable public and community relations activities.
8. Develops performance measures for implementation of Austin Energy’s green building and sustainability plans.
9. Promotes Austin Energy as a leader and model for other communities in the application of sustainable practices. Stays abreast of local, regional, and national sustainable movements and issues.
10. Fosters community-wide initiatives that can advance and promote the financial and environmental benefits of implementing sustainable best practices. 

Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of green building and sustainability standards and legislation regarding state and local LEED and other sustainability mandates.
Knowledge of construction materials and building codes. 
Knowledge of fiscal planning and budget preparation.
Knowledge of project management and internal control concepts and practices.
Knowledge of environmental planning, statistical analysis, communications, business and economics, or public administration.
Knowledge of supervisory and managerial techniques and principles.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Ability to influence, persuade and market products and services to the building community.
Ability to understand industry trends, processes, and procedures.
Ability to understand the technical language associated with the construction industry.
Ability to establish and maintain effective communication and working relationships with builders, developers, contractors, architects, general public, and city employees.

 

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Architecture, Business, Urban Planning, Environmental Science, Construction Management, or in a field related to the job, plus six (6) years of related experience.
Masters degree may substitute for experience up to a maximum of two (2) years.
