Purpose:
 

Under nominal direction is responsible for oversight and management of Austin Energy’s Reliability Compliance & Information Management Programs to promote internal compliance and commitment to the electric industry reliability and records/information management requirements.

Duties, Functions and Responsibilities:

  1. Develops, maintains, and audits utility compliance with reliability and records requirements.
  2. Oversees the development, review and approval of policies and procedures as they relate to the electric utility and department of the City of Austin.
  3. Oversees the establishment of procedures and monitors AE’s compliance and processes in responding to Public Information Requests (PIRs).
  4. Establishes processes and programs to monitor reliability and records requirements development and inform appropriate staff of changes or additions. Assembles and submits comments to Federal Energy Regulatory Commission (FERC) mandated Electric Reliability Organization standards and initiatives.
  5. Acts as liaison between Austin Energy and the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Texas Reliability Entity (TRE), and Public Utility Commission of Texas (PUCT) and other regulatory bodies for all reliability and records compliance issues, reporting and audit requirements, and any applicable information requests.
  6. Submits all documents and data to regulatory bodies associated with reliability and records requirements.
  7. Manages regional certification and registration process as it relates to NERC/TRE.
  8. Monitors and reports on compliance with reliability and records.
  9. Informs and advises executive management as needed on the state of Austin Energy’s compliance with regards to reliability and records requirements.
  10. Represents Austin Energy’s interests at relevant regulatory entities and industry organizations such as the American Public Power Association and Large Public Power Council.
  11. Leads Austin Energy’s response (including mitigation plans or Corrective Action Plans) to any external spot checks, audits, Requests for Information (RFIs) or other compliance monitoring/enforcement activities associated with reliability and records requirements.
  12. Communicates with staff to provide education regarding reliability and records requirements by conducting meetings with subject matter experts explaining reliability and records requirements and audit expectations.
  13. Manages annual Operation & Maintenance (O&M) and Capital Improvement Projects budgets, prepares short and long-term spending plans.

  • Knowledge of ERCOT Protocols, operating guides and other binding documents.    
  • Knowledge of PUCT Substantive Rules related to reliability requirements.
  • Knowledge of Texas State law and City of Austin requirements applicable to records and information management (including the Texas Local Government Code, Title 6, Subtitle C, Chapters 201-205 and City of Austin Ordinance 2-11) and the Texas Public Information Act (including Texas Government Code Section 552).
  • Knowledge of governmental (Federal, State, and Local) relationships.
  • Knowledge of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices
  • Skill in oral and written technical and/or general communication including preparation of written reports.
  • Skill in qualitative and quantitative analysis to identify and solve a wide range of business problems.
  • Skill in negotiating acceptable conclusions in competitive environments.

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university in Business, Engineering, Law or a related field, plus . seven (7) years of related experience, including two (2) years of experience in a managerial or executive capacity.

Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of non-managerial/ executive experience.
