Purpose:
 

Under the direction of the Assistant City Manager, this position is responsible for planning, directing, and coordinating code compliance to secure and maintain City code regulations as they relate to housing standards, vacant lots, salvage yards, and other zoning restrictions.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures the enforcement of applicable City codes and ordinances; and develops proposed ordinances/ordinance amendments, as needed.
  2. Manages and coordinates code compliance programs and activities among various City Departments, neighborhood associations, public agencies and/or private sector representatives, judicial agencies, and law enforcement agencies.
  3. Develops programs to promote code compliance and educate the public in regard to the issues and goals of the department; ensures quality customer service to the public through monitoring, evaluating, measuring, and developing services.
  4. Develops and implements short- and long-range strategies, objectives, policies, and priorities; determines appropriate service and staffing levels; and allocates resources accordingly.
  5. Plans, manages, and develops the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
  6. Acts as official departmental representative to other City departments, City Manager’s Office, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues.
  7. Briefs and advises City management, the Mayor, and City Council regarding code compliance administration and enforcement in person and through written reports.
  8. Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  9. Coordinates activities with other City departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager’s Office.
  10. Develops and negotiates contracts between the City, private developers, and other governmental entities.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws and ordinances governing code compliance.
  • Knowledge of the administration, management, and regulatory requirements of code compliance enforcement.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of the principals and practices of public administration.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to interpret, recommend, and propose revisions to State statutes and City ordinances.
  • Ability to establish and maintain effective communication and working relationships with City Management, City Council, Boards and Commissions, City employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Environmental Management, or in a field related to the job, plus seven (7) years of related experience, including two (2) years of experience which were in a managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of experience.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
