Administrator, Customer Energy Solutions Compliance

Purpose:
 
Under general supervision, responsible for coordination and oversight of Austin Energy’s compliance activities related to energy efficiency and related programs within Customer Energy Solutions (CES). Leads the development, review, implementation, and maintenance of processes that support quality and compliance to local, state, and federal regulations.
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manage the development of the compliance-related policies, procedures, and processes for all energy efficiency programs.
  2. Manage the implementation of federal, state, and local compliance policies and requirements for energy efficiency programs and contractors.
  3. Evaluate and verify that all City, CES, and federal regulatory policies and procedures have been documented, implemented, and communicated to CES staff and contractors.
  4. Prepare and provide appropriate compliance reports to appropriate regulatory agencies.
  5. Identify potential areas of compliance vulnerability and risk; develop and implement corrective action plans for resolution of problematic issues, and provide general guidance.
  6. Collaborate with internal and external entities to direct compliance issues to appropriate existing channels for investigation and resolution.
  7. Serve as subject matter expert to instruct, advise, and direct departmental staff in the implementation or improvement of compliance processes and procedures.
  8. Document, verify and monitor data and create reports for development and maintenance of CES compliance.
  9. Develop a document and process control program including processes and tools to support compliance activities.
  10. Provide responses to auditors in their request for related data.
  11. Coordinate processes and actions to address audit findings.

  • Knowledge of distributed energy services activities involving industry and regulatory developments.
  • Knowledge of Federal, State and Local laws, and ordinances governing rebate and weatherization programs and other energy efficiency programs.

Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major course work in Business, Public Administration, or in a related field, plus four (4) years of experience in the energy or electric utility industries, specifically related to quality assurance, compliance, or regulation.

Experience may be substituted for education up to a maximum of four (4) years.
