Planning Officer

Purpose:
 
Under general direction, manages/supervises the daily activities/operations/personnel in support of the city’s regional, urban and transportation planning areas.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements short and long range plans, programs, and personnel.
  2. Determines goals, objectives, and resource requirements for activities.
  3. Develops, revises, and implements standard operating practice, policy and procedure.
  4. Develops and implements the use of program evaluation tools, analyze the data, and prepare evaluation reports.
  5. Conducts needs assessments; research and monitor programs and services to identify gaps.
  6. Prepares, presents, and monitors budget, ensures program's fiscal administration is in accordance with standards of accounting for voluntary non-profit organizations and agencies.
  7. Prepares and presents complete, accurate, and timely financial reports to board and funding sources.
  8. Prepares narrative material for grant proposals, annual reports, and other documentation.

Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of local city, state, federal, and private service providers and funding sources.
  • Knowledge of community organizing and neighborhood development techniques.
  • Knowledge of city practice, policy, and procedure.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communications.
  • Skill in planning, coordinating, and implementing community programs and activities.
  • Skill in developing new initiatives and working with service providers to plan and coordinate services.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in conflict resolution and negotiation.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain effective communication and working relationships with community based organizations, schools, city employees and the public.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or in a field related to the job, plus seven (7) years of related experience in planning, two (2) years of which were in a lead or supervisory capacity.
  • Experience may substitute for education up to a maximum of four (4) years.

Licenses and Certifications Required:
 
  • Valid Texas Class C Drivers License.
