Purpose: |
|
Under limited direction, provides management of the Environmental Health Services Division and coordinates revisions to regulatory ordinances, strategic planning and quality improvement initiatives.
|
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops long and short term planning for the division
- Develops and revises regulatory ordinances for impacts to Quality Improvement initiatives.
- Provides Public Health information to the public, business owners and government agencies.
- Coordinates quality assurance activities with outside consultants, associations, regulatory agencies, neighborhood associations, and general public facilitates.
- Evaluates programs for effectiveness and accomplishment of goals and makes recommendations to changes in programs to meet division and departmental goals.
- Develops, reviews, approves, revises operational and standard operating procedures, policies and processes.
- Interprets, explains, and enforces applicable policies, procedures, and regulations
- Coordinate as a liaison for interdepartmental and interagency issues, projects, and protocols.
- Serves as needed on committees and boards, and attend City Council meetings as a department representative.
- Reviews reports from Environmental Health Officers and provides recommendations for appropriate actions.

Responsibilities - Supervisor and/or Leadership Exercised: |
|
- Responsible for the full range of managerial duties including planning and oversight of Division Programs and Supervisors; managing supervisor performance through selection, planning, coaching, evaluation and disciplining direct reports, to include recommendation for dismissal.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of Environmental Health Services operations, techniques, and processes.
- Knowledge of City of Austin budget process and performance measures.
- Knowledge of health industry and operations.
- Knowledge of basic accounting and/or bookkeeping procedures.
- Knowledge of supervisory and management techniques.
- Skill in communicating orally and in writing
- Skill in determining needs, gathering, analyzing and presenting data to provide accurate information for management's use.
- Skill in identifying and assessing potential process improvements.
- Ability to establish and maintain professional relationships with internal and external customers.
- Ability to resolve complex problems or situations requiring the exercise of good judgment.
- Ability to understand and explain industry trends, processes, and procedures.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with at least thirty (30) semester hours of natural or basic Science.
- Six (6) years’ experience in the field of Environmental Health, two (2) years of which was in a lead or supervisory or management capacity.
- Master's degree in a related field may substitute for two (2) years of the required experience.
- Registered in the State of Texas as a Professional Sanitarian.

Licenses and Certifications Required: |
|
- Valid Texas Class C Driver’s License.
- State of Texas Professional Sanitarian Registration
|
