Purpose:
 

This position acts as a key policy advisor to the City Manager, is part of the executive leadership team, and directs departments relating to the full range of municipal management issues. This position resolves problems or conflicts that may arise and establishes effective management practices. This position develops and implements policy objectives, strategies, and operating plans for the City Manager's Office.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Carries out the City Manager's directives regarding interpretation of policies and represents the City Manager in resolving problems and conflicts within City government.
  2. Assists the City Manager in the orderly and timely conduct of municipal business operations within the context of various laws and regulations.
  3. Interprets City Council and management policies for administrative officers, employees of the City of Austin, and other interested parties.
  4. Coordinates the activities of the City Manager with City Council, directs administrative work relating to the full range of municipal management issues.
  5. Investigates and reports to the City Manager on questions of interdepartmental procedures or interpretation of responsibility.
  6. Serves as one of the key advisors to the City Manager developing short- and long-range plans in regard to departments/offices within portfolio of business.
  7. Assists in establishing programs and policies for submission to City Council that will aid in maintaining the financial integrity and service levels of various operations of the City of Austin.
  8. Directs the preparation and monitoring of budgets and negotiates contracts and agreements in support of City activities.
  9. Resolves problems or conflicts that may arise in city government and establishes good management practices.
  10. Works closely with various advisory boards and community groups to maintain efficient and effective progress toward goals and objectives.
  11. Informs the City Manager and City Council of all pertinent issues affecting the achievement of goals and recommends amendment or modification of goals.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Public Administration principles, fiscal planning, and budget preparation.
  • Knowledge of basic laws, ordinances, and regulations underlying a public sector organization.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in effective oral and written communications.
  • Skill in planning, organizing, and evaluating the activities of a public sector organization.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
  • Ability to direct and evaluate personnel in the accomplishment of goals and objectives.
  • Ability to quickly analyze information and make strategic decisions.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, or in a field related to the job, plus five (5) years of experience in managing and directing a complex organization, including two (2) years of experience which were in a managerial capacity.
