Deputy Clerk of the Municipal Court

Purpose:
 

Under general direction of the Clerk of the Municipal Court, this position is responsible for providing the administrative support services necessary to direct, plan, and coordinate the activities of the Municipal Court.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides overall administration of Municipal Court operations and support services. Is responsible for the day-to-day management of assigned divisions, activities, and/or support services, as needed or assigned.
  2. Promotes communication and information flow throughout the department. Analyzes workload of department. Manages and prioritizes projects. Assists with preparation and monitoring of budget.
  3. Prepares regular and special reports as required. Proposes legislative initiatives. Performs and conducts in-depth studies and surveys.
  4. Develops and implements policies and procedures in cooperation with division managers, judges, and prosecutors and in accordance with laws applicable to Texas Municipal Courts.
  5. Coordinates development and implementation of the business plan. Coordinates development and production of performance measures.
  6. Responds effectively to the general public, defendants, attorneys, etc. to clarify rules and regulations and resolve conflicts.
  7. Represents Director at meetings. May serve in an acting capacity for the Clerk of the Municipal Court. Serves as member of various committees, task forces, etc.

Full range of supervisory activities including employee selection, training, evaluation, counseling, and recommendation for dismissal as needed or assigned.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Texas laws pertaining to municipal courts.
  • Knowledge of general municipal court processes.
  • Knowledge of the practices and principles of leadership, management, and supervision.
  • Knowledge of budgeting and human resources.
  • Skill in providing direction to employees to ensure efficient customer service.
  • Skill in effective oral and written communication.
  • Skill in establishing and maintaining effective working relationships.
  • Skill in training, mentoring, and coaching staff.
  • Ability to apply laws pertaining to municipal courts to processes and procedures.
  • Ability to plan strategically.
  • Ability to oversee and complete numerous tasks simultaneously and in a timely manner.
  • Ability to assimilate and act in a timely manner on conflicting, incomplete, and disparate information to meet overall objectives.
  • Ability to use various information technology formats.
  • Ability to research and prepare reports and manage special projects.
  • Ability to plan and schedule operations.
  • Ability to structure a complex organization to meet changing challenges.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, or a related field, plus five (5) years of related experience in a medium to large organization, including two (2) years of experience which were in a managerial capacity.
