Deputy Director, Austin Public Health

Purpose:
 

Under general direction of the Director, oversees the effective leadership, strategic planning, and management of multiple activities and operations of Austin Public Health. is accountable for day to day operations of the department. Directs work in development, planning and implementation of technical, clerical, and professional employeesExecutes policies included in City ordinances, resolutions and administrative regulations and state law.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs, develops, implements, and evaluates public health services provided in the Austin/Travis County community.
  2. Plan and direct long-range goals for current and new programs in public health.
  3. Ensures all activities are carried out in compliance with departmental policy, local, state, and federal regulations and laws governing activities.
  4. Collaborate with local healthcare and community-based organizations to address health disparities and address non-medical factors of health in marginalized communities
  5. Present horizon issues and emerging public health trends to boards and commissions, Austin City Council, Travis County Commissioners, and other elected officials.
  6. Make presentations to City management on public health issues.
  7. Lead special studies and projects to improve the provision of Services within the City.
  8. Direct and evaluate professional staff engaged in carrying out the work of the department.
  9. Perform other tasks as required.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Skill in directing the activities of a large complex organization.Knowledge of Local, State, and Federal laws, regulations, and ordinances regarding public health .
  • Knowledge of management principles and practices.
  • Knowledge of strategic planning, organizational development and change strategies, and performance measurement.
  • Knowledge of emergency management, including incident command, and business continuity planning.
  • Knowledge of National Public Health Accreditation Boards Standards.
  • Skill in directing the activities of a large complex organization.
  • Skill in fiscal planning, developing and preparing budgets,
  • Skill in establishing and maintaining effective working relationships with City employees, City Council, the media, and the public.
  • Skill in leading and managing a diverse workforce including department employees and contractors.
  • Ability to organize and implement comprehensive public health services.
  • Ability to understand complex issues and foster compromise along with daily interaction with all divisions and City departments/offices.
  • Ability to gather pertinent facts, make thorough analysis, arrive at sound conclusions, and formulate effective action plans.
  • Ability to present the department’s position and policies and respond to inquiries from City Council and City management.
  • Ability to effectively communicate with people at many levels inside the organization, with outside agencies and with the community.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to public health, business administration, public policy or Public Administration plus six (6) years of progressively responsible supervisory/management experience including fiscal management experience, preferably in a large public health and human service related organization. One additional year of relevant work experience may substitute for one year of the required education with a maximum substitution of four years.
  • Master’s degree in a closely related field may substitute for 2 years of the required experience.
