Austin Energy Quality/Compliance Program Manager

Purpose:
 
Responsible for Austin Energy’s long-term commitment in support of the department’s Quality Management System (QMS) and related compliance activities, or organizational and development and training strategies.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
When assigned to support QMS:
 
  1. Accountable for overseeing the quality management program by using technical industry-specific experts to develop and implement all phases of the quality management program, including: developing and implementing processes, procedures, practices, performance measures, and internal controls; conducting audits; and analyzing, monitoring, evaluating, and conforming with established quality and compliance requirements.
  2. Responsible for using technology to support the monitoring and reporting aspects of the overall QMS program.
  3. Responsible for the test and verification of all operational processes against established quality and compliance standards to identify and address organizational risk.
  4. Schedule and attend meetings to inform managers of on-going quality or compliance assessments and risks.
  5. Promote AE’s quality program by facilitating organizational change management and utilizing industry-specific benchmarking practices where applicable.
  6. Work at the strategic or business level to monitor performance measures which impact costs, cycle-time or other measures and metrics to meet the fiscal requirements set forth by the organization.
  7. Serve as a Quality Representative by participating in audits within and across departmental business units.
  8. Partner with the management team to educate and communicate elements of AE’s quality program with the goal of improving management practices to comply with established ISO 9000 quality standards or an approved corporate quality program.
  9. Responsible for providing program status updates to executives and senior managers about regulatory and legislative industry governances that may impact operations, which includes providing work plans to mitigate risks.
  10. Serve in a leadership capacity as a resource for boards, commissions or external stakeholder groups to ensure business quality initiatives are aligned with achieving the overall business goals of Austin Energy.
  11. Responsible for maintaining up-to-date knowledge of compliance programs within the electric industry which includes but is not limited to FERC, NERC, PUCT, Texas RE and other governances at the Federal, State or Local levels.
 
When assigned to support Organizational and Workforce Development:
 
  1. Designs, develops, implements, and evaluates the effectiveness of the department’s organizational development, talent planning, and training strategies and programs.
  2. Facilitates organizational change management to support department’s core values and strategic directives.
  3. Assesses organizational and leadership effectiveness and drives the development and adoption of a desirable future state through strategic systems, processes, tools, and plans.
  4. Collaborates with leaders to determine training requirements and to identify appropriate solutions for performance gaps.
  5. Designs, develops, and implements employee development programs, including managing vendors who assist in delivering learning tools and experiences.
  6. Manages staff development, organizational development, and training services to ensure high quality standards.
  7. Develops recruitment and employment marketing strategies, such as job posting optimization, digital and non-digital recruitment, and comprehensive recruitment campaign planning.
  8. Provides data and reports to address organizational and business issues, strategies and practices.
  9. Manages the talent management tool and the department’s Success Strategy Performance Review (SSPR) process.
  10. Collects data from surveys, audits, and other assessment tools to identify critical learning needs.
  11. Researches emerging trends, new technologies, concepts, and techniques to enhance programs.
  12. Partners with colleges, universities, community groups and professional associations to develop, recruit, and retain talent.

  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of local, state and federal law and city ordinances, policies, practices and procedures.
  • Knowledge of the electric utility business.
  • Knowledge of professional body of quality knowledge, business process development, quality methodologies and root cause analysis.
  • Knowledge of enabling systems that serve as the repository for data associated with quality programs.
  • Skill in risk management.
  • Ability to navigate spreadsheets and word processing.  Ability to access and understand industry-specific technical data and how it relates to developing and monitoring the overall quality program.
  • Ability to establish and maintain excellent communication and working relationships with other city personnel and the public.

When assigned to support Organizational and Workforce Development:

  • Knowledge of organizational development and training processes.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of business process development, quality methodologies, and root cause analyses.
  • Knowledge of public administration, adult learning principles, and instructional systems design.

 

 

Minimum Qualifications:
 
  • When assigned to support QMS, Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of experience related to the job, two (2) of which were in a lead program, project manager or supervisory capacity.
  • When assigned to support Organizational and Workforce Development, Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Human Resources, Organizational Development, Education, or related field, plus six (6) years of experience related to the job, two (2) of which were in a supervisory capacity.
  • Master’s degree may substitute for experience up to two (2) years.
