Public Information Manager

Purpose:
 
Under limited supervision, manage and direct Public Information Requests (PIR) program for the City of Austin. Develop, maintain and improve public information processes. Coordinate a wide variety of personnel and programs to accomplish overall City objectives. 
 
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops corporate communications plans/strategies, policy development and implementation of operational plans to meet performance measures.
  2. Reviews legislation for impact regarding public information and provide recommend changes.
  3. Develops program budget and guidelines.
  4. Develops, coordinates, implements and analyzes programs and assigned projects to ensure public information processes are within compliance.
  5. Develops and evaluates short range and long-range strategic plans and establishes the criteria for business services projects, programs, and plans. Develops and oversees public information request training programs. Evaluates the effectiveness of training modules and workshops to selected audiences. Conducts public education programs and presentations.
  6. Develops, implements, reviews and modifies PIR procedures, policies and guidelines.
  7. Designs, writes and edits publications for internal or external use.
  8. Acts as official spokesperson for program. Serves as liaison for the City with various agencies including: other city departments, city council, and other city government officials, private businesses, outside vendors, etc. Serves as liaison to the general public, community leaders, and community groups.
  9. Participates in bidding processes, negotiate and monitor contracts for compliance.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, Local laws, and ordinances governing Public Information Requests
  • Knowledge of supervisory and managerial techniques and principles.  
  • Knowledge of applicable processes, techniques, and methods 
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain effective communication and working relationships with city employees and the public.
  • Ability to train others.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job plus four (4) years of related work experience, of which two (2) years were in a lead or supervisory capacity.
  • A Master's degree may substitute for two (2) years of the required non-supervisory experience. Experience may substitute for education up to the maximum of four (4) years.
