Code Inspector Trainee

Purpose:
 

Under direct supervision, this position performs basic research, case evaluations, field inspections, and monitoring activities to determine compliance with regulatory ordinances and codes. This position prepares reports, correspondence, and notifications. This position maintains records related to code violations within the City’s jurisdiction to determine corrective courses of actions.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Assists with conducting investigations on reported property code violations, which includes interviews with tenants/occupants, neighbors, contractors, workers, or property owners, to evaluate validity.
  2. Provides information to determine if property code violations are present.
  3. Assists with referring property code violations to appropriate departments or agencies.
  4. Determines property ownership, current occupants, and extent of violations.
  5. Assists in the evaluation of research findings and determines appropriate enforcement actions and methods of improvement or rehabilitation (remedy) of the violations.
  6. Coordinates the notification of property owners or violators as required by code, regulation, or State statute for any action taken.
  7. Assists with the documentation of all actions, complying with all division standards, taken from initial investigation through the attainment of compliance, abatement, or judicial/administrative referral.
  8. Complies with all applicable department and division security and safety rules, regulations, and standards pertaining to vehicles and personal safety.
  9. Assists with cases for hearings and trials, which may include providing witness testimony.
  10. Assists in performing post-disaster assessments of debris volume for collection services.
  11. Attends special meetings, which may include presenting/providing information related to code enforcement.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of principles, interpretation, and administration of applicable policies; codes; and municipal, State, and Federal regulations and guidelines.
  • Knowledge of the methods required in reading and interpreting maps, building plans, or site plans.
  • Knowledge of retrieval procedures.
  • Knowledge of recordkeeping.
  • Skill in written and oral communication.
  • Skill in making accurate measurements and computations.
  • Skill in preparing clear and concise written reports.
  • Skill in using organization and time management to meet mandated deadlines.
  • Skill in using a digital camera, laptop computer, and software applications.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus one (1) year of experience in code enforcement, code administration, building inspections, building construction, planning or other regulatory or law enforcement capacity enforcing, interpreting codes and regulations, or customer service in a related industry.
  • Graduation with an Associate degree from an accredited college or university with major coursework in Environmental, Engineering, Urban Planning, Criminal Justice, Building Science, Construction Management, or a related field may substitute for required experience.
Licenses and Certifications Required:
 
  • Valid Texas driver license within thirty (30) days of hire.
  • Criminal background check is required.
  • Registered as a Code Enforcement Officer with the State of Texas within one (1) year of employment.
Physical Requirements:
 

Ability to bend, lift, walk, carry, or use a force equal to lifting up to fifty (50) pounds.
