Records Analyst Senior - Corporate

Purpose:
 

Performs a leadership role using extensive records management knowledge and experience, providing records and information management consulting services and requirements analysis to staff and City departments.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Leads coordination, facilitation, and development of the City-wide records management program.
2. Leads analysis and evaluation of the effectiveness of record-keeping operations City-wide using professional best practices, standards, and legal retention requirements.
3. Provides mentoring to Corporate Records Analysts and Department Records Analysts.
4. Provides technical and best practice recommendations and participates in the development and implementation of the City-wide records management program including indexing, archival, retention, disposition, and classification policies, standards, and procedures.
5. Participates in the completion and ongoing maintenance of digital records inventories.
6. Develops, maintains, and audits the City-wide records control schedules and file plan.
7. Provides support for the development of control schedules that address the legal, administrative, retention, fiscal and historical value of digital information.
8. Coordinates, facilitates and helps develop the City-wide disaster recovery program.
9. Assists with the review, appraisal, and migration strategies of physical and digital historical records as part of the preservation plan.
10. Plans, develops, and presents training programs to all levels of City staff on records management policies, procedures, and best practices.
11. Reviews and approves departmental requests submitted to the City Clerk’s Office for records disposition and the transfer of inactive records to offsite storage.
12. Leads cross-functional teams.
13. Participates in the creation of reports

• May provide leadership, training, and mentoring to others, including cross-functional project teams. May also assign work duties, assess work quality, and conduct performance evaluations.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of document management systems, document scanning technologies, content management systems, databases, and departmental/enterprise business applications.
  • Knowledge of professional records and information management theory, best practices, principles, standards, industry trends, and compliance requirements.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of local, state, and federal guidelines, laws, and regulations.
  • Knowledge of best practices regarding retention schedule development and disaster recovery planning.
  • Knowledge of best practices regarding techniques for applying records management controls to departmental/enterprise business applications and systems.
  • Knowledge of training methodologies and techniques.
  • Skill in planning, organizing, prioritizing, and handling multiple tasks. 
  • Skill in using computers and standard desktop software applications.
  • Skill with oral and written communication.
  • Skill in analysis, requirements gathering, problem solving, critical thinking and decision making.
  • Ability to write formal policy and procedure documentation.
  • Effective communication, team building, and coaching skills.
  • Ability to establish and maintain good working relationships.
  • Ability to demonstrate innovation, adaptability, and business sense in decision making.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a filed related to the job plus five (5) years of records and information management experience.
  • A Master’s degree from an accredited college or university may be substituted for the required experience up to a maximum of two (2) years. 
  • Professional Certifications issued by ARMA International or AIIM may be substituted for a maximum of one (1) year of the required education or experience.
Licenses and Certifications Required:
 

• Must have valid Texas Driver’s License.
• Certified Records Manager (CRM) designation required.
