Legal Program Specialist

Purpose:
 
Under general supervision, in addition to performing other legal support activities, is responsible for ensuring assigned program areas performance measures and deliverables are met. Program areas may include but not limited to City Ethics and Compliance, Public Information Requests, and City of Austin Diversity Initiative. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Responsible for ensuring program area performance measures are met to include program execution, applicable training, monitoring and analysis of program effectiveness. Review results and provide recommendations of program improvements. Provides technical expertise on an ongoing basis. 
2. Assists in developing and maintaining program policy documentation. Reviews, analyzes, and ensures compliance with all related local, state, and federal laws and guidelines.
3. Researches, analyzes and oversees data entry on relevant issues within the city.  Maintains database in order to perform trend analysis and provides statistical reporting of trends and associated activities; abstracts specific relevant data as appropriate
4. Prepares correspondence, working with other staff within the department to provide input, gathers data, analyzes information and makes recommendations to the City Attorney. Summarizes records and reports; analyze and report on other critical internal metrics to provide support and new sourcing strategies
5. Provides paralegal support including: Maintains client, section and case files. May serve as point-of-contact on cases. Performs pretrial preparations and arrangements. Drafts documents and correspondence. Gathers evidence from a variety of sources in support of case. Coordinates and schedules court appearances, trials, depositions and meetings.
6. Develops systems and procedures to support duties and departmental workflow. Develops system and procedures to support departmental workflows. 
7. Participates in the planning, development, coordination and presentation of specific training and educational programs as appropriate to the city’s needs. Develops, coordinates and facilitates City-wide training.

Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in government, law, business, or a related field plus four (4) years’ experience in a professional/administrative capacity in a legal environment. 
Experience may substitute for education up to a maximum of four (4) years.
