Loan Officer

Purpose:
  Under direction from the Small Business Development Administrator, reviews loan applications and documentation submitted by loan applicants for initial eligibility and assists in responding to application inquiries from internal and external sources. Responsible for managing information in pipeline reports and ensures all loan records are current. Manages decline process and appeal responses. 
Duties, Functions and Responsibilities:

1.  Reviews loan applications and documentation for initial eligibility and follows up with customers for missing information. 
2.  Ensures loan documentation submitted is comprehensive and complete.  Ensures all loan application folders contain required documentation before submission to underwriting.
3.  Actively manages pipelines through ongoing contact with applicants, manager, and internal partners, as applicable.
4.  Provides underwriting of loans and submits to the Family Business Loan Internal Review Committee for approval.  
5.  Assists in responding to application inquiries from internal and external sources.
6.  Prepares Loan RCAs for City of Austin council approval.  
7.  Prepares decline memos and letters based on information provided and manages the appeal process with appeal officers.
8.  Evaluate program effectiveness and efficiency to meet departmental business goals.
9.  Ensures that transactions are processed in accordance with City policy, applicable laws and regulations, and sound business practices.
10. Explains City policy and procedure to auditors and regulators and resolve audit differences.
11. Represent department at meetings with State agencies, government officials, vendors and other City departments or the general public.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of complex secured lending.
Knowledge of financial reporting concepts and preferred business practices.
Knowledge of supervisory and management techniques.
Knowledge of the concepts for review and evaluation of internal control systems and auditing procedures.
Knowledge of specialized industry accounting practices and procedures.
Ability to read, understand and interpret and be proficient in the Authority’s statutes, regulations, policies and procedures; and in multiple Federal and State rules regarding Community Development Block Grants
Ability to analyze basic and complex legal problems and concepts; draft legal documents
Ability to work independently; manage various tasks simultaneously within limited time constraints; prioritize and handle a heavy workload, shift priorities as necessary; and function effectively under pressure.
Excellent organizational skills with attention to detail
Strong interpersonal skills to communicate effectively both verbally and in writing when dealing with customers, external business professionals and Authority staff
Ability to maintain confidentiality; deal effectively and diplomatically with customers, business professionals and Authority staff
Skill in establishing and maintaining good working relationships with other City employees and the public.
Skill in analyzing, preparing, checking and balancing routine fiscal transactions and accounts.
Skill in designing and maintaining complex spreadsheets and data bases utilizing word processing software.
Skill in analyzing and interpreting financial records.
Skill in analyzing complex financial data and proposing viable solutions.
Skill in the use of mathematics in forecasting trends, cash flows, revenues and expenses.
Skill in determining needs, gathering, analyzing and presenting data to provide accurate information for management's use.
Skill in anticipating and accurately predicting the results of alternate courses of action.

Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with a Bachelor’s Degree in Business Administration, Accounting, Finance or other relevant field, plus two (2) years of experience in economic development, social services programs or public finance plus two (2) years commercial lending experience and experience in working with financial documents and credit reports/records.

A Master’s degree in Business Administration, Accounting, Finance, or related field may substitute for one year of the required experience with a maximum substitution of one (1) year.
