Building Systems Program Manager

Purpose:
 

Under general direction, coordinates the installation, maintenance, or repair on one or more building systems (e.g., electrical, HVAC, plumbing, etc.) for City buildings.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Coordinates citywide facilities needs assessments, particularly with respect to critical systems or energy efficient upgrades.
  2. Develops maintenance and replacement schedules, and plans for installation of equipment related to building systems.
  3. Develops, monitors, and administers contracts related to building systems.
  4. Oversees the personnel and vendors performing the installation, maintenance, or repair.
  5. Reviews installation, maintenance or repair plans and work, and ensures regulation compliance and safety.
  6. Inspects existing systems and reviews for efficiency, cost-effectiveness, and reliability.
  7. Audits and performs risk analyses on existing systems and provides recommendations for acquisition, repair, or replacement.
  8. Serves as subject matter expert for the Building Services Department and other departments on building systems, evaluation, design, contract and permit bidding, and construction safety.
  9. Acts as a department representative on major system installations.
  10. Researches warranties and monitors expenditures and utilization to keep operation within budget.
  11. Provides cost estimates, vendor acquisition bidding, and permitting process support.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of federal, state and local ordinances, regulations, and building codes.
  • Knowledge of proper safety practices and procedures and regulations applicable to work being performed.
  • Knowledge of the principles of corporate budgeting practices.
  • Knowledge of public sector permitting processes.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to perform detailed work in an organized manner.
  • Ability to coordinate activities with other division, departments, consultants and contractors.
  • Ability to manage activities with other divisions, departments, consultants and contractors.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with contractors, other city employees and the public.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job plus five (5) years experience, including two (2) years in a lead or supervisory capacity.
Related experience may substitute for education up to a maximum of four (4) years.

Licenses and Certifications Required:
 

May requrie an electrical, HVAC, or plumbing license.
