Purpose:
 

Under general direction is responsible for developing and overseeing multiple volunteer programs, fund raising activities and programs, and community outreach services in support of the Parks and Recreation Department on behalf of the City.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees, manages, programs and evaluates volunteers.
  2. Oversees, manages, and evaluates fund raising activities, sponsorships, and other collaborations with the Parks and Recreation Department and community stakeholders.
  3. Oversees community outreach programs including radio, television, print media, and personal speaking engagements.
  4. Establishes policies, plans, and procedures related to the Parks and Recreation Department's volunteer, community outreach, and fundraising activities.
  5. Oversees, plans, and directs the activities of seasonal staff, volunteers, and departmental interns.
  6. Monitors and reports cash and in-kind donations the Department, cost savings, and the overall performance of volunteer and fund raising programs.
  7. Collaborates with other volunteer organizations, associations, and community stakeholders in support of departmental fund raising and volunteer efforts and programs.
  8. Consult with Department executives and staff to determine organization needs for various volunteer services and programs.
  9. Plans, oversees, and monitors program(s) budget preparation and adherence.
  10. Develops and conducts training.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the principles and practices related to planning, developing, directing, and administering volunteer and fund raising programs and activities.
  • Knowledge of local community resources, civic and social organizations, and sources of volunteers.
  • Knowledge of basic principles and practices of budget preparation and administration.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of fiscal planning and budget preparation.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to exercise good judgment, tact, and diplomacy in all public contacts.
  • Ability to prepare clear and concise reports.
  • Ability to analyze program(s) effectiveness and make recommendations for change and improvement.
  • Ability to respond to requests and inquiries from the general public and other City departments.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Parks and Recreation, Public Administration, Business Administration, or closely related field, plus five (5) years of progressive volunteer management experience, two (2) years of which must have been in a lead/supervisory capacity.
