Climate Program Manager

Purpose:
  Lead and manage the direction and implementation of the Climate Protection Plan across all City departments, oversee development of departmental carbon footprints and climate protection plans, establish targets for reduction of emissions citywide. Direct the development and implementation of climate protection programs targeted at citizens, businesses, and visitors, and publish annual updates. Provide strategic direction, leadership and management of city-wide climate protection and environmental policies, operational directives, and procedures
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Represents and advances the City of Austin as a national leader and model for Climate Action and related sustainability practices.
  2. Provides strong, inspirational leadership for the Austin Climate Protection Program, across all City departments and community-wide.
  3. Manages and coordinates the implementation of Climate Protection Plans and Policies across all City Departments. Provide technical assistance to Chief Sustainability Officer, City Manager's Office, Austin Energy General Manager, Department Directors, and the City Council.
  4. Oversees development of departmental carbon footprints, climate protection plans, short and long range plans related to climate protection and sustainability. Develops performance measures, status reports, and Annual Report for Chief Sustainability Officer, City Manager's Office, Austin Energy General Manager, and City Council, related to implementation of climate protection plan.
  5. Develops, monitors, manages and evaluates program and resource budgets. Develops and manages contracts related to Austin Climate Protection and sustainability initiatives.
  6. Represents the City of Austin's Climate Protection Plan and team in public relations, public hearings, stakeholder processes, and team meetings. Assist in management or resolution of interdepartmental and interagency conflicts. Provides leadership, insight, and strategic direction in both internal and public community relation activities.
  7. Fosters community-wide initiatives and cooperative partnerships to advance and promote climate protection, sustainability, and financial and environmental benefits of implementing sustainability best practices. Represents the City of Austin Climate Protection Plan before regional planning, government, industry, and other bodies.
  8. Advises and briefs senior officials and executive management regarding strategic direction and policy recommendations for climate protection, air quality, sustainability policies, programs, and operational procedures. Leads the preparation of annual and other reports on program status. Serves as an expert resource regarding Federal, State, and local climate and environmental policies, legislation, trends, and climate protection technical issues.
  9. Reviews, evaluates and recommends revisions to City Code, regulations, policies, and procedures.
  10. As needed, perform duties related to sustainability of internal city operations, fleets and purchasing, transportation, air quality, zero waste, energy efficiency and independence, land use, etc.

  • Knowledge of climate change issues and energy, transportation, industrial, and sustainability trends
  • Knowledge of governmental processes and relationships impacting and affected by climate change program activities.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of reporting concepts and preferred business practices impacting and affected by climate change program activities and/or climate change impacts and mitigation management.
  • Knowledge of fiscal planning and budget preparation and management.
  • Knowledge of project management and internal control concepts and practices.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to analyze relevant data, problem-solving, and developing sound theses.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Climate Change, Environmental Studies, Sustainable Business, Resource Management, Public Policy and Administration, Business Administration or a related field, plus seven (7) years of related experience, three (3) of which was in a lead or supervisory capacity.
  • Master's Degree may substitute for experience up to two (2) years.
