Purpose:
 

Under general supervision, this position performs appraisal functions and research tasks related to the acquisition of real estate for the City of Austin.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Reviews and analyzes construction plans, zoning plans, appraisal district maps, site plans, and development plans to determine impact on real property acquisition.
  2. Reviews project plans to support property agents, project managers, and executive management about real estate issues.
  3. Reviews engineering reports, land plans, and environmental site assessments for possible impact on the value of real estate.
  4. Participates with other departments and agencies to determine if tracts are eligible for development prior to acquisition and appraisal.
  5. Attends and provides support at Special Commissioner Court hearings and jury trials, as required in the condemnation process.
  6. Reviews and approves environmental consultant reports. Coordinates and monitors environmental investigations and testing for properties.
  7. Participates in and attends meetings with neighborhood groups, boards, commissions, property owners, real estate brokers/agents, and project managers regarding the appraisal process.
  8. Coordinates appraisal requests, environmental assessment requirements, land-planning activities, project manager requirements, title clearance, and law department requirements.
  9. Researches appraisal district data regarding ownership of property, easements, and sales data.
  10. Participates in the selection of qualified independent appraisers and solicits and evaluates proposals for consultant appraisal services.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of real estate practices and/or property title clearing and conveyance.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City ordinances.
  • Knowledge of construction plans, zoning maps, appraisal district maps, and site plans.
  • Knowledge of the standards and professional practices of appraisers.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to write and interpret legal descriptions of leases, real estate, easements, and similar properties.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to research and interpret blanket type easements, judgments, boundary line agreements, and other documents.
  • Ability to read and interpret field notes, engineering plans, and maps.
  • Ability to work with different businesses.
  • Ability to resolve discrepancies.
  • Ability to exercise good judgment, tact, and diplomacy in all public dealings.
  • Ability to quickly recognize irregular events.
  • Ability to testify in court.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Real Estate, Public Administration, or a related field, plus two (2) years of experience in commercial appraisal qualifying activities and completion of 220 hours of Texas Appraiser Licensing and Certification Board (TALCB) or Appraiser Qualifications Board (AQB) Core Curriculum appraisal courses.
  • Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
 

Ability to attain the State of Texas, Certified General Real Estate Appraiser license within six (6) months from date of employment.
