Human Resources Quality Assurance Manager

Purpose:
 
Under general direction, responsible for promoting quality improvement and quality assurance of human resources service delivery throughout the City of Austin organization. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements quality assurance programs and strategies to support high quality human resources service delivery across the organization.  
  2. Leads subject matter expert teams to develop, revise and refine standards, policies, rules and procedures for human resources management at the City of Austin.
  3. Develops and implements performance measurement systems for human resources processes.  Monitors and summarizes performance data, identifies opportunities for improvement and presents findings to multiple audiences including executive management.
  4. Conducts needs assessments in order to develop and implement a quality review strategic plan that is updated annually or as needed.  Implements repeatable quality review processes.  Creates and implements action plans.  Issues quality review reports with findings, recommendations and opportunities for improvements.  
  5. Reaches agreements with management regarding quality review recommendations and monitors and tracks progress on implementation of those recommendations.
  6. Provides support, consultation, oversight or supervision to departmental HR staff as needed.  Forms quality assurance partnerships with departmental HR offices.  
  7. Conducts needs assessments to determine the quality improvement training and development needs of human resources professionals.  Provides onboarding and training programs for human resources professionals across the organization.
  8. Establishes and implements communication strategies for the improvement and awareness of quality issues across all Human Resources Offices.  
  9. Manages departmental performance against agreed targets and budgets, and within policies and standards.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of quality assurance and quality improvement methodologies and tools.
  • Knowledge of employment Federal, state, and Local laws. 
  • Knowledge of city human resources practices, policies and procedures. 
  • Knowledge of quantitative and qualitative research methodologies, data collection, analysis, synthesis and research findings presentation. 
  • Knowledge of supervisory and managerial techniques and principles. 
  • Skill in oral and written communication. 
  • Skill in handling multiple tasks and prioritizing. 
  • Skill in using computers and related software applications. 
  • Skill in data analysis and problem solving. 
  • Skill in planning and organization. 
  • Ability to lead organizational-wide change initiatives. 
  • Ability to identify the complexities and functions of the organization to anticipate the end results of program implementation. 
  • Ability to develop policies and procedures for a large organization. 
  • Ability to provide leadership within the Human Resources Department and throughout City Human Resources offices.
  • Ability to think innovatively while maintaining an appreciation and understanding of past practices. 
  • Ability to establish and maintain good working relationships with other city employees and the public

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Business, or in a field related to the job, plus six (6) years of human resources experience, at least two (2) of which were in a lead/supervisory capacity. 
  • Masters Degree may substitute for two (2) years of the required experience
