Labor Relations Coordinator

Purpose:
  Under general supervision, develops short and long term plans to meet the needs of the Labor Relations Office.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Researches, develops and recommends new policies, procedures, program initiatives and activities associated with areas of assigned responsibility and maintains bargaining history, responsible for archiving of records.
  2. Participates in the development of strategy and administering for labor contract negotiations; researches and develops contract and costing proposals. Provides interpretation of labor contract terms and requirements to managers and employees. Identifies City bargaining and unit issues and interests; advocates on behalf of the City's interests. Participates in extended grievances and/or investigations and respond to managers, assistant directors and directors in areas of contract provisions.
  3. Analyzes proposals by City management and associations for changes in wages, benefits and working conditions. Provides bargaining unit title certifications and negotiated changes in pay rates for implementation to the City's pay system. Incorporates changes to contract appendices.
  4. Advises managers and staff on contract interpretation. Develops and reports wage trend analysis; audits labor contract provisions involving compensation and compliance, and related human resources matters. Provides advice and consultation in areas of compliance.
  5. Acts as a City-wide representative on labor relations matters; advises managers and supervisors on labor relations and processes to ensure compliance with rules, policies and procedures;
  6. Advises City officials of the administrative and fiscal impacts of new and proposed legislation; ensures City's labor relations program is compliant with legally mandated programs
  7. Develops and recommends revisions to City-wide human resources policies and the City's Personnel Rules to ensure compliance with new state and federal requirements in the area of Labor Relations. Coordinate initiatives and/or programs with HRD and H.R. units city wide. Collaborate and participate in LRO and HR team meetings and training assignments.
  8. Determines participation and conducts salary surveys conducts analysis including regression analysis, and provides recommendations of findings. Prepares verbal or written reports on topics such as collective bargaining trends, arbitration award summaries, and pertinent economic indicators.
  9. Interprets labor contract provisions in response to operating department requests, using related negotiation history and citywide practices to resolve discrepancies in application.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of principles and practices of labor relations, including negotiation and contract administration practices, personnel administration, including recruitment, testing and selection, classification, compensation, and grievances and/or investigations
  • Knowledge of developing human resources trends, as they apply to the areas of employee and labor relations.
  • Knowledge of Federal, State and Local laws.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of Research methods and data analysis techniques.
  • Knowledge of city functions and operations and associated human resource management issues.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to participate in and contribute to the development, implementation and administration of comprehensive employee and labor relations programs.
  • Ability to gather relevant data, analyzes problems, evaluate alternatives and make appropriate recommendations.
  • Ability to understand, interpret, explain and apply City human resource rules, regulations, policies and procedures and applicable local, state and federal legislation and regulations.
  • Ability to exercise independent judgment and initiative within established guidelines.
  • Ability to handle conflict resolution and exercise tact and diplomacy in dealing with sensitive, complex and confidential human resource issues and employee situations.
  • Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Business Administration, Public Administration, Economics, Human Resource Management or a related field and two (2) years of related experience.
  • Experience may substitute for education for up to the maximum of four (4) years.
Licenses and Certifications Required:
 
  • Must obtain Certified Labor Relations Professional within two (2) years in the position.
