Civil Service Coordinator

Purpose:
 

Coordinates Civil Service activities on behalf of City Management and the Civil Service Commission so they can comply with applicable civil service statutory requirements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

When assigned to Public Safety Civil Service:

  1. Supports the Civil Service Commission and Civil Service Office: coordinates Commission meetings and disciplinary hearings; arranges locations and times; gathers and distributes documents and materials; prepares and posts agendas and notices; requests legal opinions; prepares subpoenas; tracks and acts on outstanding issues; and ensures adherence to governing doctrines.
  2. Provides accurate information on and/or interpretation of Chapter 143 of the Texas Local Government code, Civil Service Commission Rules & Procedures, Agreements between the City of Austin and the Austin Police Association, Austin Fire Department Collective Bargaining Agreements, and City of Austin Civil Service Personnel Policies and Procedures.
  3. Coordinates and administers aspects of the civil service promotional process for public safety departments.
  4. Works closely with the purchasing department and civil service administrator for issuance of bids for promotional exams and monitors contracts.
  5. Maintains and enters data for the Civil Service database and the Civil Service Office Intranet website.
  6. Coordinates the Assessment Center process by making the necessary accommodations; i.e. travel arrangements for the assessors; lodging, equipment, and meals.
  7. Responds to open records requests.
  8. Maintains Civil Service records compliant with the City’s records management system.

When assigned to Municipal Civil Service:

  1. Coordinates Commission meetings and disciplinary hearings including all required preparations and documents.
  2. Provides accurate information on and/or interpretation of Texas Local Government code, Civil Service Commission Rules & Procedures, and civil service agreements with the City.
  3. Supports and assists with all processes required by the applicable civil service code.
  4. Coordinates and assists with all required legal documents and documentation.
  5. Assists with communication to internal and external stakeholders, including notices, memorandum, letters, and the intranet.
  6. Maintains and enters data in systems required for reporting and collecting performance data.
  7. Provides and supports all logistical requirements of the department.
  8. Responds to open records requests.
  9. Coordinates and administers aspects of the civil service promotional process.
  10. Facilitates the issuance of bids.

  • Knowledge of Federal, State and local laws and ordinances.
  • Knowledge of city practice, policy and procedures.

  • Skill in the use of computers and related software applications.

  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to work in a team environment.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Human Resources, Business, Public Administration, or in a field related to the job, plus two (2) years of experience in a related field.
  • Experience may substitute for the education up to the maximum of four (4) years.
