Civic Arts Program Consultant

Purpose:
  Under minimal supervision and with considerable latitude for the use of initiative and independent judgment develops, implements, and coordinates various project and program activities to promote, support and integrate cultural arts and economic development.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Designs, initiates and manages review of cultural arts projects.
  2. Identifies, evaluates, and provides improvement recommendations.
  3. Develops, negotiates, and monitors contracts. Writes grants and identifies funding resources.
  4. Develops and monitors performance criteria.
  5. Develops and conducts training.
  6. Manages project budgets and schedules.
  7. Manages consultant and professional services.
  8. Provides technical advice and assistance to community members, external Consultants, internal department staff, and City management.
  9. Attends City Council, board meetings, etc. as City staff representative.
  10. Develops and delivers presentations.
  11. Develops, administers and provides analysis of needs assessments.
Responsibilities - Supervisor and/or Leadership Exercised:
  None.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the Arts community.
  • Knowledge of economic development initiatives.
  • Knowledge of contracting.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of city practice, policy and procedures.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to negotiate.
  • Ability to cultivate diverse relationships.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other city employees and the public
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Arts Administration, Arts, or related field, plus five (5) years of experience developing and implementing arts and cultural programs and activities, at least two (2) of which were in a leadership and/or supervisory capacity.
  • Experience may substitute for the education up to the maximum of four (4) years.
