Community Preparedness Program Manager

Purpose:
  Manage major programs for Office of Emergency Management by planning and directing Public Education, Outreach, Media Relations and Public Involvement programs for the department. Coordinate a wide variety of personnel and programs to accomplish overall department and program objectives.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, coordinates, and conducts public education and community outreach programs.
  2. Writes and coordinates emergency operations plans for department and community preparedness programs.
  3. Provides lead support services before, during and after emergencies and disasters.
  4. Designs, writes and edits publications for internal or external use, including media alerts, warnings and news releases and act as spokesperson for the program and department.
  5. Coordinates special events such as news conferences, seminars, workshops and community events for outreach.
  6. Serves as liaison for department with various municipal, county, state and federal agencies. Serves as liaison to the general public, community leaders, and community groups, facilitating collaborative programs and strategies and building internal and external stakeholder support, involvement and commitment for programs.
  7. Develops program budgets and guidelines, writes and administers grant proposals and contracts, participates in bidding processes and negotiates contracts.
  8. Develops long-range business, marketing, public relations and departmental communications plans and strategies.
  9. Provide staff training, guidance and technical assistance.
  10. Develops and implements procedures, policies and guidelines for programs
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge in researching and analyzing emergency management related issues.
  • Knowledge of the operation of local, state and federal governments and public safety agencies and the ability to deal effectively and cooperatively with a wide range of local, state, and federal government officials, the news media, and private business people.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of supervisory and managerial techniques and methods.
  • Knowledge of fiscal planning and budget preparation.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to facilitate cooperative group decision making among diverse organizations and individuals serving on planning committees.
  • Ability to make presentations.
  • Ability to use various hardware and software, including the ability to operate a variety of communications and audio-video systems maintained in the Emergency Operations Center.
  • Ability to problem-solve and work in extremely intense and chaotic emergency situations.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Journalism, Marketing, Advertising, or Social Science, plus five (5) years experience in a related field, including 2 years in a supervisory role
  • Masters Degree may substitute up to two (2) years
  • Experience may substitute for the education up to the maximum of four (4) years.
