Senior Court Case Manager

Purpose:
 

Under general supervision, this position supervises daily operations of and performs all duties as required for the Youth Services Program of Municipal Court.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supervises case managers performing a wide range of tasks in support of the Youth Services Program and external and internal customers.
  2. Designs and implements systems and procedures under Municipal Court guidelines to ensure uniform and accurate youth case management including case initiation, docket settings, docket notifications, docket attendance, system updating, compliance case monitoring, and quality control.
  3. Designs assessment tools and conducts assessments for service plans as needed.
  4. Coordinates external alternative sentencing options to include community resources such as, but not limited to, Local, State, and Federal agencies; parenting resources; school resources; other court services; medical resources; healthcare partners; non-profit agencies; and others to assist youth in learning to live as a competent member of the community.
  5. Designs and implements internal alternative sentencing options to include recommended classes, impact panels, community service, and term papers in addition to services provided by other City departments such as the Downtown Austin Community Court, Austin Police Department, and others.
  6. Provides oversight or coordinates with Teen Court. Researches special issues concerning youth services and make recommendations to management.
  7. Develops and maintains working relationship with other courts, school districts, community service organizations, and City departments to develop and implement collaborative youth services.
  8. Participates in strategic and long-range planning including the Court's business plan, forecasting, and annual budget.
  9. Participates in developing and monitors program goals, objectives, and performance measures; and compiles statistical and financial information as needed.
  10. Works with management to ensure compliance with State and Local laws affecting municipal courts and ensure all Federal, State, and Local reports are filed in a timely manner.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Municipal Court operations.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to compile data/information for reports, cost estimates, etc.
  • Ability to write informational reports.
  • Ability to engage youth and their parents.
  • Ability to be creative in developing alternative sentencing (and/or treatment) options.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Social Work, Behavioral Science, or Criminal Justice, plus two (2) years of experience working with youth services or municipal court and two (2) years of lead or supervisory experience.
  • Experience may substitute for education up to the maximum of four (4) years.
