Culture Arts Program Manager

Purpose:
 
Under general direction from the Director of Economic Development Department, provide leadership and management of the Economic Development Department Cultural Arts Division

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees the funding process for artists, arts organizations, and public art programs
  2. Provides technical assistance to artists, arts organizations, and arts 
  3. Assists in the development of film and interactive industries 
  4. Develops and manages initiatives designed to support and nurture the community's cultural vitality and creative sectors
  5. Assists in the development of a guiding vision for a culturally vital Austin 
  6. Develops plans, programs and procedures to achieve the City's cultural arts policy and increase entrepreneurship, business skills and prosperity for the creative industries 
  7. Prepares and monitors the annual budget and seeks alternative funding sources 
  8. Coordinates activities with other City departments, City advisory commissions, state and federal agencies, cultural community, visitor industry, arts organizations, business representatives, public officials, and other interested parties 
  9. Facilitates the development and growth of the film and interactive industries in the Austin area 
  10. Oversees the administration of various selection processes 
  11. Prepares and makes presentations to public committees, commissions and groups
  12. Oversight of the annual cultural contracts funding cycle 
  13. Ensures response to all council item update requests, citizen action forms, and public information requests 

Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, performance evaluation, counseling and recommendation for dismissal

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the principles and practices of arts management, including knowledge of federal, state and local regulatory requirements applicable to arts management. 
  • Knowledge of arts administration, preferably in a local arts agency (or comparable organizations). 
  • Knowledge of municipal arts funding policies, programs, policies and evaluation, including financial planning, budgeting, cost accounting, contract management and general management. 
  • Knowledge of city practice, policy and procedures. 
  • Knowledge of public art and urban design theories, programs and practices. 
  • Skill in oral and written communication. 
  • Skill in handling multiple tasks and prioritizing. 
  • Skill in using computers and related software. 
  • Skill in planning and organizing. 
  • Ability to develop public policy and entrepreneurial initiatives that support and enhance a community's artistic and cultural amenities. 
  • Ability to program marketing and audience development. 
  • Ability to build consensus and lead a diverse constituency to achieve organizational goals and directives. 
  • Ability to development resources, including fund raising experience and success with a diverse range of public and private funding sources. 
  • Ability to plan, implement and coordinate technical assistance programs for artists and arts organizations. 
  • Ability to understand appropriate technological procedures, applications and systems for distribution of funds, collection of data, and website presentation of programs. 
  • Ability to build collaborative partnerships and maintain productive relationships with arts board and/or commission members, staff, public officials, diverse constituencies (including commercial arts entities) and interested parties. 
  • Ability to work with frequent interruptions and changes in priorities. 
  • Ability to establish and maintain good working relationships with other city employees and the public.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Art, Arts Administration, Business Administration, Public Administration, or a related field plus seven (7) years of progressively responsible work experience in arts management or related area, which must have included two (2) years in a management or supervisory capacity
  • Master's degree in Art, Arts Administration, Business Administration, Public Administration or a related field May substitute for two (2) years of required experience
