Deputy Officer, Procurement

Purpose:
 

Under minimal supervision and within their delegated procurement authority, staff within this position will perform a variety of procurement services to their assigned department customers including the management of procurement staff; all formal and occasional informal source selection services; contract monitoring and contract administration services; category management; customer management; program management; as well as a range of advisement and technical support services in these same areas. Staff within this position will typically be responsible for soliciting contracts of the highest value, greatest complexity and most public interest.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supports the Procurement Officer in the management and leadership of the Procurement Office and of the City’s larger procurement organization; representing the Procurement Officer as authorized; develops and/or supports the development of strategic and annual work plans; manages staff performance and attainment of all goals and objectives set forth in these plans.
  2. Directs one or more procurement units composed of management, supervisory, professional and administrative staff; provides recruitment and hiring; training, recognition and staff development; performance management, coaching and progressive discipline; as well as budget management for assigned units.
  3. Oversees multiple programs managed by subordinate staff as well as directly manages programs as assigned; develops and maintains policy and procedural knowledge in assigned programs; develops program goals and objectives and strategies; monitors and reports on program performance.
  4. Performs advisory and technical support services to City leadership, all department customers, current and prospective contractors and members of the public on all aspects of the City’s procurement activities including procurement cards; delivery orders; purchase orders; informal source selection processes; all formal source selection processes; construction and construction-related professional services including alternative delivery methods; master agreements; order monitoring; participating under and leading cooperative contracts; contract management; contract administration; and category management.
  5. Oversees multiple department customers managed by subordinate staff; ensures that all staff assigned to customer departments develop and maintains business, operational and contractual dependencies of assigned departments; maintains effective working relationships with management, staff and key stakeholders of assigned departments; leads or assists in the development of departmental procurement plans; monitors and reports on the performance of departmental procurement plans.
  6. As necessary, may perform any procurement activity also performed by subordinate staff including all buying services, all formal and informal source selection; all contract management and administration; all category and customer management; as well as all advisory and technical support services.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Staff in this position may supervise a variety of administrative, professional, supervisory and/or managerial staff; is responsible for a full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal; and will further delegate procurement authority to subordinate staff as applicable.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of best practices nationally in public procurement
  • Knowledge of public purchasing practices and techniques
  • Knowledge of applicable procurement statutes, ordinances and codes
  • Knowledge of accounting and budgeting process as it relates to purchasing transactions.
  • Knowledge of contract law, terms and conditions.
  • Knowledge of buying procedures, purchase orders, delivery orders and the use of purchasing cards.
  • Knowledge of alternative delivery methods for the procurement of construction and construction-related professional services
  • Knowledge of informal and all formal source selection processes including price competition
  • Knowledge of contract negotiation and formation, contract management and contract administration processes.
  • Knowledge of contract category management.
  • Knowledge of automated purchasing systems.
  • Skill in leading, managing and training multi-disciplinary workforce.
  • Skill in providing internal consulting services.
  • Skill in providing relationship management to assigned customer departments.
  • Skill in developing and leading cross-functional teams.
  • Skill in computes applications including spreadsheets, databases and word processing software.
  • Skill in establishing and maintaining good working relationships with other city employees and the public.
  • Skill in effective oral and written communication.
  • Skill in exercising good judgment, tact and diplomacy.
  • Ability to resolve complex formal contract disputes.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with a degree in Business or Public Administration, or related field plus eight (8) years of experience in a related field, of which two (2) years were in a supervisory or managerial capacity.
  • A Master’s Degree may substitute for required experience up to two (2) years.
