Permit Review Specialist

Purpose:
 

Under general supervision, responsible for handling customer inquiries and performing reviews on all residential applications for compliance with zoning, subdivisions, and site plan requirements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Reviews commercial and residential plans for intake requirements.
  2. Performs zoning, site plan, and subdivision review for residential applications.
  3. Researches Land Development Codes, and works with Planners as needed to resolve issues.
  4. Initiates and validates current licenses for electricians, plumbers, and mechanical and irrigation contractors.
  5. Issues licenses for motel/hotel, rooming houses, boarding houses, and mobile home parks.
  6. Provides assistance and explanation to customers regarding calculations and assessments of fees for plan review, building permit, subcontractor permits, license, barricades, sound permits, and other applicable permits.
  7. Operates computers to track and maintain case files.
  8. Interfaces with the public, planners, engineers, architects, inspectors, and other departments.
  9. Researches and resolves customer issues. Prepares monthly reports.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of application requirements for residential and commercial plans.
  • Knowledge of Land Development Codes.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of safety practices and procedures.
  • Knowledge of basic mathematics and billing procedures.
  • Knowledge of good customer relations practices.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to read maps and assessing fee calculations.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus two (2) years of experience in customer service.
